ESTABLISHING THE INTENT AND PURPOSE OF THE TOWN OF DANVILLE
DESIGN REVIEW BOARD (DRB) AND AMENDING THE RULES AND
PROCEEDURES OF THE TOWN OF DANVILLE DESIGN REVIEW BOARD BY
ESTABLISHING COUNCIL AUTHORITY TO VARY THE NUMBER AND MAKE UP
OF THE DRB AND BY ESTABLISHING THE TERMS FOR AT-LARGE MEMEBERS
: APPOINTED TO DRB
WHEREAS, the Town of Danville is committed to providing an effective design review
function; and
WHERFAS, some form of design review process has been in effect in Danville since 1984;
and
WHERF~S, the Danville Town Council believes that the design review process ensures
quality development in the Town of Danville; and
WHEREAS, the current role and function of the Design Review Board (DRB) to provide
for thee design review process for new development proposals has been in place for the
last six+_ years; and
WHEREAS, to provide continuity to the process design review process there has
periodically been a need to adjust the number of members on DRB and / or the make
up of DRB; and
WHEREAS, DRB is currently operating with only two members; and
WHEREAS, based on recent experience, there is merit in establishing greater flexibility
in the number of members and the make-up of the DRB (i.e., the total number of
members and the mix of Planning Commissioner representatives and at-large members);
and
WHERFAS, formalizing this flexibility will simplify the process of considering and
appointing new DRB members as vacancies are created; now, therefore, be it
RESOLVED, that the Town Council of the Town of Danville establishes flexibility to allow,
at the Town Council's discretion, the operation of DRB with either three members (with
a minimum / maximum of two Planning Commissioner representatives) or four members
(with a minimum of two and maximum of three Planning Commissioner representatives)
with the decision on the number of members and make up of the DRB to be considered
as vacancies on DRB are created; and be it further

RESOLVED, that the Town Council establishes the term for at-large members appointed
to DRB to a period of four years; and be it further
RESOLVED, that the Town Council formalizes the intent and purpose of the DRB as
follows:
The Town Council, Planning Commission and staff may refer review of
architectural matters to the Design Review Board (DRB) for their review and
recommendation. The purpose of the DRB shall be as follows:

Consistent with adopted Town design standards, review and generate
recommendations in response to architectural and landscape architectural
plans submitted with planning applications pending before the Town.

To provide continuity between the DRB and the Planning Commission on
projects which must be considered by the Planning Commission.
Continuity in the design review process shall be provided, and assurance that the
appropriate level and mix of design expertise shall be present on the DRB, by use
of an appointment process to DRB which utilizes a mixture of Planning
Commission and at-large representation on DRB.
