REQUESTING THAT CONTRA COSTA COUNTY CEASE COLLECTING A $2.12
PER TON TIPPING FEE SURCHARGE FOR THE MOBILE HOUSEHOLD
HAZARDOUS WASTE COLLECTION PROGRAM ON BEHALF OF THE TOWN OF
DANVILLE AND DIRECT VALLEY WASTE MANAGEMENT, INC.
TO COLLECT THE FEE
WHEREAS, the California Integrated Waste Management Act (AB 939) requires all cities
and counties to adopt Household Hazardous Waste Elements which outline methods to
properly manage, recycle, dispose and reduce household hazardous waste (HHW) in their
jurisdictions; and
WHEREAS, the Town's adopted HHW Element identifies the mobile collection of HHW
as an appropriate implementation measure; and
WHEREAS, in 1992 the Town Council of the Town of Danville, in conjunction with other
Contra Costa cities, requested that Contra Costa County collect a $2.12 per ton surcharge
at the transfer stations and landfills to fund a Countywide Mobile HHW Collection
Program; and
WHEREAS, the Public Managers' Association (PMA) Solid Waste Subcommittee has
recommended that participating cities in Contra Costa County discontinue having Contra
Costa County collect the $2.12 per ton surcharge in order to streamline the funding
process; and
WHEREAS, the PMA Solid Waste Subcommittee further recommended that this surcharge
be incorporated into each city's solid waste franchise fees.
NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of Danville
hereby requests that Contra Costa County discontinue collection of the $2.12 per ton
surcharge at the transfer stations/landfills on behalf of the Town of Danville as part of the
tipping fee; and
BE IT FURTHER RESOLVED that once notice is received from Contra Costa County that
the $2.12 per ton surcharge is no longer collected at the transfer station, that Valley Waste
Management, the Town of Danville franchised waste hauler, collect the $2.12 per ton tip
fee and pay the funds collected to the Town on a quarterly basis. Funds thus collected
will be used by the Town to fund its share of the Contra Costa County Health Department
Mobile Collection Program or any successor Household Hazardous Waste Collection
Program.
