APPROVING IMPLEMENTATION OF
A COMMUNITY SPECIAL EVENTS POLICY
WHEREAS, special events play a key role in developing a sense of community by
bringing citizens together for an activity and/or celebration; and
WHEREAS, there are several established community sponsored events which include
the 4th of July Parade, Primo's to Primo's Run of Education, the Art and Halloween
Festival, Devil Mountain Run, Summerfest, and Lighting of the Old Oak Tree; and
WHEREAS, it has become increasingly difficuk for staff to accommodate requests for
new community-sponsored events given both the finite human and fiscal resources and
the current calendar of events;
WHEREAS, staff recommends establishment of criteria to effectively and efficiently
respond to new requests and evaluate their feasibility; and
VYHERFAS, criteria includes the following:

Receipt of a request or proposal at least 6 months prior to the special event
date;
Extent to which the event benefits the general community;
Demonstrated administrative, operational and fiscal capabilities to conduct an
event of the size and scope proposed;
Level of technical support required by the Town;
Extent to which normal business and traffic activity is disrupted;
Level of on-site Town staffing required;
Level of Town fiscal resources required; and
Duplication of, or conflict with, previously approved and scheduled events; and
WHEREAS, an event sponsor has the right to appeal an administrative decision
regarding a specific event proposal to the Town Council; now, therefore, be it
RESOLVED, by the Town Council of the Town of Danville that the Town Council
hereby approves the implementation of a policy for evaluation and administrative
approval of new community special events;
