HomeMy WebLinkAbout072-94 RESOLUTION NO. 72-94 AMENDING THE COMPENSATION PLAN FOR TOWN EMPLOYEES FOR FISCAL YEAR 1994-95 WHEREAS, it is in the interest of the Town as an employer to provide wages and supplemental benefits which are competitive and meet the health and welfare needs of its employees; and WHEREAS, it is recognized that economic conditions compel the Town to contain increases in employee benefit costs; and WHEREAS, the Town Manager has submitted recommendations to provide an average one time merit based increase of 2.5% to Town employees; and WHEREAS, the Town Manager has recommended that positions be renamed/added/reclassified as detailed in Exhibit A of this resolution; now therefore, be it RESOLVED, that the Town Council of the Town of Danville does hereby adopt the Compensation Plan for Town Employees for fiscal year 1994-95 as detailed in Exhibit A; and be it further RESOLVED, that consideration of the one time merit based increased be deferred to a date later in the fiscal year subject to further Council review and approval. These topics were partially covered during the study sessions conducted by the Council in May. STAFHNG Page 16 of the draft budget identifies personnel allocation proposed by service program for 1994-96. A net increase of 3.25 full time positions are proposed to be added as follows: 1993-94 approved positions 94.5 FTE 1994-95 proposed changes Deletions .5 Chief Building Official .5 Chief of Planning 1.0 Secretary H - Engineering 92.5 FTE Additions 1.0 Building Inspector H 1.0 Community Preservation Specialist .5 Secretary H - Building 1.0 Development Coordinator 1.0 Facility Attendant .75 Program Coordinator - Cultural Services 97.75 FTE The recommendation to add new positions was based upon several considerations. In the case of Building Inspector, Facility Attendant and Program Coordinator positions, the services are currenfiy being .provided through the use of contractors, resulting in a greater cost to the Town. Exhibit A The Development Coordinator position is necessary to improve counter coverage in Development Services and permitting through implementation of a "one stop shop" program for eligible customers. The Community Preservation Specialist is necessary to provide additional service in code enforcement matters. Projected workloads associated with each of these positions are such that the need to provide the service can be projected for a minimum of two years. Given the need to provide the service, the Town can realize considerable savings through use of a fixed term Town employee rather than paying hourly rates to temporary employees. Of all the positions to be added, the 5.5 positions in Development Services will be 100% funded by special revenue. The 1.75 positions to be added in Community Services will be 75 - 100% funded by special revenue. Savings to the Town of approximately $80,000 per year will be realized through this approach. RECLASSIFICATIONS Rename or reclassify a number of positions to better reflect the Town's current work force. Rename: Administrative Technician to Administrative Secretary (Admin. Svcs.) Cultural. Arts, Recreation and Facilities Supervisors to Program Supervisors (Parks and Rec.) Senior and Youth Services Coordinators to Program Coordinators (Parks and Rec.) Building Attendant to Facility Attendant (Parks and Rec.) Recreation Specialist to Program Assistant (Parks and Rec.) Recreation Leader to Program Leader (Parks and Rec.) Records Specialist to Deputy City Clerk (Legislative) Civil Engineering Assistant to Development Coordinator (Dev. Svcs.) Add: Community Services Officer (Police) Reclassify: Volunteer/Special Events Coordinator to Program Supervisor (Parks and Rec.) Secretary II to Secretary/Pei:init Technician
