HomeMy WebLinkAbout138-93RESOLUTION NO. 138-93 APPROVING SUBMITTAL OF A GRANT APPLICATION BY CONTRA COSTA COUNTY FOR IMPLEMENTING A COUNTYWIDE USED OIL PUBLIC EDUCATION PROGRAM WHEREAS, forty-nine and one-half percent of the used oil in California is recycled, leaving approximately sixty million gallons being improperly disposed of in the state annually (six times the Valdez oil spill), and 1,680,000 gallons annually in Contra Costa County; and WHEREAS, many used oil "do it yourselfers" in Contra Costa County have little information on how to properly dispose of their used oil; and WHEREAS, the California Oil recycling Enhancement Act, administered by the California Integrated Waste Management Board (CIWMB), has a new grant program to provide funds to cities and counties to implement programs which encourage the recycling and proper disposal of used oil; and WHEREAS, the Contra Costa County Household Hazardous Waste Program is submitting an application for a countywide public education program for $146,456 to: (1) implement a store "point of purchase" program, (2) place signs at all apartment dumpsters about used oil disposal, (3) work with large companies to collect used oil from employees, (4) provide information to cities and haulers on curbside used oil collection programs and on expanding from single family to multi-family curbside collection, and (5) insert information in garbage bills about used oil disposal; and WHEREAS, Contra Costa County accepts all responsibility for contracting with the State and implementing the program, and for any fiscal liability associated with the contract; and WHEREAS, the CIWMB requires all cities involved, along with Contra Costa County, to submit resolutions approving of this application; now, therefore, be it RESOLVED, by the Town Council of the Town of Danville that the Town Council hereby approves the submittal by Contra Costa County of a grant application to the CIWMB for $146,456 under the California Oil Recycling Enhancement Act to implement a countywide used oil public education program.
