HomeMy WebLinkAbout127-93RESOLUTION NO. 127 - 93 DOCUMENTING THE TOWN OF DANVILLE'S POSITION ON POTENTIAL ACTION ALTERNATIVES FOR INCLUSION IN THE TRI-VALLEY TRANSPORTATION PLAN/ACTION PLAN FOR ROUTES OF REGIONAL SIGNIFICANCE WHEREAS, the Town of Danville has adopted a number of land use, transportation, and growth management policies in its GeneralPlan; and WHEREAS, the Town has been asked to document its position on four alternatives and actions to implement those alternatives in conjunction with preparation of the Tri-Valley Transportation Plan/Action Plan for Routes of Regional Significance; now, therefore, be it RESOLVED, based on existing policy direction the Town adopts the following positions: . The most emphasis be placed on Alternative 4, "Emphasize Growth Management". This should be the first priority. Second priority should be "Emphasize Transit Improvements"; third priority should be "Emphasize Road Improvements"; and fourth "Emphasize Policy Options". . The following represent the Town's position on potential actions for inclusion in the Tri- Valley Transportation Plan/Action Plan for Routes of Regional Significance. The Tri-Valley Transportation Plan/Action Plan for Routes of Regional Significance shall: Not consider motorized transit on the Iron Horse Trail within the Town of Danville; Not consider additional travel lanes on Sycamore Valley Road, Diablo Road, or Camino Tassajara beyond their current number of lanes; Not assume changes to the Town's General Plan Growth Management Element of mid-range LOS D (0.87 V/C ratio) on Basic Routes or Routes of Regional Significance -- relaxation of LOS standards is unacceptable for Danville; Address anticipated peak hour congestion on 1-680 and parallel facilities within the Town of Danville through regional land use changes; Not rely on untested policy options or financially infeasible transit or roadway improvements to address anticipated Level of Service standard violations; Adjust the rate of land use entitlements to a level that will meet adopted Level of Service standards for a financially constrained roadway and transit network; and Not assume collection of a regional traffic impact fee from Danville development projects that have already paid or are conditioned to pay a regional traffic impact fee. . The Town's representative to the Tri-Valley Transportation Council is directed to forward these positions and policy statements to the Transportation Council.
