A RESOLUTION SUPPORTING THE USE OF RECYCLED TIRES IN THE
CONSTRUCTION OF HIGHWAYS AND ROADWAYS
WHEREAS, the California Integrated Waste Management Act of 1989 requires cities and
counties to divert solid waste from landfills; and
WHEREAS, old tires comprise a significant portion of the discarded materials in the solid
waste collected from within the boundaries of Contra Costa County; and
WHEREAS, the Integrated Waste Management Act of 1989 requires CalTrans to modify bid
specification to utilize recycled materials, including crumb rubber for paving bases and
fill; and
WHEREAS, Section 1038 of the Intermodal Surface Transportation Efficiency Act of 1991
(ISTEA) requires states to meet minimum utilization requirements for asphalt containing
recycled rubber in federally-funded transportation project; and
WHEREAS, the California Integrated Waste Management Board is offering financial
incentives through $50,000 grants to assist jurisdictions in the start-up of tire-related
projects and waste tire management; and
WHEREAS, old tire by-products can be used as replacement material in the construction
of roads and highways; now, therefore, be it
RESOLVED, that the Danville Town Council, in the interest of promoting markets of
discarded materials, supports the use of old tire by-products in the construction of roads
and highways; and, be it
FURTHER RESOLVED, that the Danville Town Council encourages all agencies
constructing or rehabilitating roads and highways in Contra Costa County, such as the
Interstate 80 widening project, State Highways 4 widening project, all Contra Costa County
Measure C Road widening and alignment projects or any road improvements which

include new or replacement roadway surfacing to consider old tire by-products as an
acceptable material type in bid specifications for the construction of roads and highways.
APPROVED by the Danville Town Council at a Regular Meeting held on Tuesday,
September 7, 1993, by the following vote:
