HomeMy WebLinkAbout164-92RESOLUTION NO. 164 - 92 A RESOLUTION ENDORSING ADDITIONAL ANALYSIS OF THE MID-STATE TOLLWAY WHEREAS, the completion of State Highway 84 is needed as an integral part of the Tri- Valley regional transportation system; and WHEREAS, the twenty million dollars of Measure "B" money is inadequate to build even the portion of State Highway 84 between Vallecitos Road and 1-580; and WHEREAS, existing State Highway 84 is inadequate and in some locations unsafe; and WHEREAS, the critical interchange of 1-580/I-680 will become grossly overloaded without the construction of an adequate freeway connection on Highway 84 between 1-680 and 1-580; and WHEREAS, the State of California has enacted legislation permitting public and private partnerships in the development of the State Highway System; and WHEREAS, this legislation has resulted in the award of a conditional development franchise to undertake environmental studies for State Route 84; and WHEREAS, subject to the completion and certification of environmental studies, the California Toll Road Company has the authority to undertake the financing, design, construction, lease-back, and operation of the transportation facility as a toll revenue demonstration project to recover its investment; and WHEREAS, the economic well-being of the Tri-Valley is dependent upon the efficient movement of people and goods; and WHEREAS, there are no funded, or anticipated, plans at the Federal, State, or local level to construct State Route 84 between 1-680 and 1-580 from Sunol to Antioch; and WHEREAS, the cost of such needed improvements that serve regional and through traffic should not fall disproportionately on the residents and businesses of the Tri-Valley or the counties through the disproportionate imposition of local taxes, fees, or assessments; now, therefore, be it RESOLVED that the Town Council of the Town of Danville has determined and orders as follows: o Continues to support Alameda County's pursuit of Federal, State, and regional funds for the construction of a State Highway 84 freeway facility; o Encourages Caltrans or its agents to proceed with Environmental Impact Studies as the lawfully appropriate means for identifying and disclosing major project needs, alternatives, impacts, and mitigation measures including the relationship of the Mid- State Tollway to the Isabel Expressway; . Requests involvement in the EIR process for Highway 84 and reserves judgment on all projects in the corridor until the facts are set forth and the consequences of all projects are fully understood.
