HomeMy WebLinkAbout153-92 RESOLUTION NO. 153-92 APPROVING THE SPORTS FIELD USER FEES AND FACILITY USE AGREEMENT WITH THE SAN RAMON VALLEY SPORTS ALLIANCE WHEREAS, the Town of Danville owns and maintains sports fields at Diablo Vista Park, Osage Station and Sycamore Valley Park in Danville, and; WHERF~S, the Town provides maintenance for Baldwin School and will assume maintenance of Green Valley and Montair School fields when renovation is completed; and WHERF~S, major sports field users support the maintenance of Town fields and School District fields maintained by the Town through the payment of user fees; and WHEREAS, the sports field user fees have not been raised since the early 1970's; and WHERFAS, it is the desire of the Town to collect fees for special services required as a result of sports field use, and WHEREAS, it is the desire of the Town to address the question of equity in collecting special fees from non-resident users who do not contribute to field maintenance through the payments of local taxes assessments; now, therefore, be it RESOLVED, by the Town Council of the Town of Danville, that the following sports field user fees and policies be adopted: Increase the per player fee from $13.00 to $16.00 per player for 1993 for groups using 15 or more hours of reserved time; Increase the per player fee from $7.00 to $10.00 per player for 1993 for groups using fewer than 15 hours of reserved time; Exempt fees for "Challenger Program" for youth baseball and soccer; Collect the fees from individual Sports Alliance members prior to the first regular season game; Maintain the field schedule on a per hour basis for 1993 to provide data for evaluating future fee policy considerations; Charge $10.00 per hour for use of field lights; Bill Sports Alliance members monthly based on requests on the books. If a · lighting request has not been cancelled, the league/activity will be responsible for the charge; PAGE 1 OF RESOLUTION NO. 153-92 Charge $25.00 per hour for picking up extraordinary amounts of litter following a sports field use; Charge $25.00 per hour for removing soccer goals or baseball outfield fences; Instruct leagues to collect a 10% drought fee for potential water penalty; Charge adults $20.00 per non-resident for soccer/football; Charge adults $10.00 per non-resident for baseball/softball; Collect drought fees from leagues if EBMUD issues penalty charges; and be it FURTHER RESOLVED, that staff be directed to further explore the principle of charging non-resident fees for field use by youth; and be it FURTHER RESOLVED, that the Town Manager be, and is hereby, authorized to execute on behalf of the Town, the Facilities Use Agreement with the San Ramon Valley Sports Alliance in the form as lodged with the City Clerk, together with such changes as may hereafter become necessary, provided that such changes do not materially increase the obligations of the Town thereunder.
