DIRECTING CALTRANS TO CONDUCT STUDIES IN RESPONSE TO NEGATIVE
REACTION TO THE INSTALLATION OF SOUNDWALLS ON 1-680 IN DANVILLE
WHEREAS, two new lanes of traffic are scheduled to be added to the 1-680 freeway in the
San Ramon Valley; and
WHEREAS, studies regarding present and future noise levels on the freeway have been made; and
WHEREAS, soundwalls designed to mitigate unacceptable noise levels have been planned at several
locations along 1-680; and
WHEREAS, although CALTRANS has consulted with citizen committees and city and Town
representatives regarding the walls, the "temporary" tilt-up walls are aesthetic failures; and
WHEREAS, Town citizens have reported increased noise impacts in the hillside and other areas not
adjacent to 1-680; and
WHEREAS, the scenic views of Mount Diablo and the surrounding hillsides have been obstructed
by the soundwall; and
WHEREAS, the walls have met with widespread criticism and outrage from the community; now,
therefore, be it
RESOLVED, that the Town Council hereby requests that CALTRANS complete the following prior
to acceptance of the 1-680 Commuter Lane project:

Complete an independent study and a plan to restore the scenic view where ever possible
by removal or relocation of sections of the soundwall without increasing current noise levels.
Complete an independent noise study addressing the specific complaints in the hillside
areas, and recommend and implement a noise mitigation method as required. Include in
the study the impact of pavement surface treatments to reduce tire noise, wall modifications
to reduce exhaust stack noise, and any impacts that the wind may have on noise.
Accelerate the installation of landscaping and vines and ascertain the impact that the vines
will have on the hillside noise problem.
Complete an independent study and implement a method to improve safety. Safety shall
receive priority consideration.
Precast soundwalls shall not be relocated in the ultimate right-of-way.
