A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF DANVILLE
AUTHORIZING THE PREPARATION OF A GENERAL PLAN AMENDMENT STUDY
AND OLD BLACKHAWK SPECIFIC PLAN AMENDMENT STUDY (GPA/SPA STUDY)
INVOLVING AN AGGREGATION OF PROPERTIES TOTALING 16.3_+ ACRES AND
IDENTIFIED AS ASSESSOR'S PARCEL NUMBERS 203-160-003 & 004 AND
203-171-008, -009,-011 &-013
WHERF~S, Greg Grewell and John & Mary Kury and Gordon Talaska
(Owners/Applicants) have submitted a request for authorization of a General Plan
Amendment Study for approximately 11.9_+ acres located on the east side of Old
Blackhawk Road, being both north and south of the proposed east-west collector road
specified in the Old Blackhawk Road Specific Plan; and
WHEREAS, the 11.9_+ acre area is a portion of a 16.3_+ acre natural sub-area of the Old
Blackhawk Road Specific Plan Area consisting of lands adjoining and north of the
Ahmanson PUD and extending northerly to the heavily foliaged drainage area lying at the
northern limit of APN 203-160-003 & -004; and
WHEREAS, the 16.3_+ acre plan area includes 8.4_+ acres of land designated as Sub-Area
3 by the Old Blackhawk Road Specific Plan (single/multiple family 4-7 units/acre) and
7.4-+ acres of land designated as Sub-Area 2 by the Old Blackhawk Road Specific Plan
(single family - low density 1-3 units/acre); and
WHEREAS, the project proponents have requested that the Town Council of the Town of
Danville authorize initiation of a GPA/SPA Study to consider the merits of changing the
existing Specific Plan land use designations and development criteria to allow densities
in the 8.4+ acre southerly portion of the Plan Area at the upper limits of the 4-7 units/acre
density range and to change the land use designation of the northerly 7.4_+ acres from
single family - low density 1-3 units/acre to a mixture of single/multiple family 4-7
units/acre and multiple family - low density 7-12 units/acre; and
WHERF~S, The Town of Danville requires Town Council authorization prior to
preparation of General Plan Amendment or Specific Plan Amendment Studies; and
WHEREAS, the Town Council did consider the project proponent's request at their
meeting of April 21, 1992; and

WHEREAS, a staff report was submitted recommending that the Town Council take the
following actions:
Authorize the preparation of a GPA/SPA Study covering the 16.3+ acre area
previously considered under the Equity Estates PUD submittal.
Direct the project proponents to submit two land plans for review and
consideration, including one land plan depicting their proposed changes
extrapolated to cover the Bozek and Ciardella properties, and a second land plan
depicting application of a 4-7 density for the entire original 16.3+ acre holding
considered under the Equity Estate PUD.
Direct the project proponents to provide a third-party a traffic study (study to be
prepared on behalf of the Town and funded by the project proponents) analyzing
traffic impacts of both land plan scenarios. Scope of study of said study shall be
developed by the Town.
Direct the project proponents to submit additional information as may be deemed
necessary by the Planning Division upon completion of an Initial Study of
Environmental Impact for the proposal.
The Study shall evaluate the proposed project's consistency with the goals and
policies of the Old Blackhawk Specific Plan; and
WHERFAS, the Town Council did hear and consider all reports, recommendations, and
testimony submitted in writing and presented at the hearing; now, therefore, be it
RESOLVED, that Town Council of the Town of Danville concurs with the
recommendations of staff and authorizes the preparation of a GPA/SPA Study as outlined
in additional detail in the staff report prepared for this item dated April 21, 1992; and be
it further

RESOLVED that, in authorizing the above mentioned GPA/SPA Study, the Town Council
is not indicating any predisposition to approve the requested General Plan Amendment
or Specific Plan Amendment.
APPROVED by the Danville Town Council at a Regular Meeting held on Tuesday, April
21, 1992 by the following vote:
