EXPRESSING OPPOSITION TO THE PROP.OSED COUNTY ORDINANCE
BANNING RECYCLABLE PLASTICS FROM LANDFILLS LOCATED
WITHIN CONTRA COSTA COUNTY
AND TO THIS APPROACH TO SOLID WASTE MANAGEMENT
WHEREAS, on October 8, 1991, the Contra Costa County Board of Supervisors approved
a resolution authorizing staff to distribute a proposed Ordinance banning plastic materials
composed of PET, HDPE, expanded polystyrene and LDPE; and
WHEREAS, the proposed Ordinance finds that there are recyclable alternatives available
for certain types of plastics, in particular, PET, HDPE, LDPE and expanded polystyrene,
but neither identifies these alternatives nor discusses the cost effectiveness of plastic
separation and collection; and
WHEREAS, the proposed Ordinance would establish specific diversion rates for the plastic
materials requiring close monitoring of diversion programs by County staff, adding to the
ever increasing cost of disposing and diverting solid waste; and
WHEREAS, member agencies of the Central Contra Costa Solid Waste Authority are
implementing programs that will meet or exceed the State-mandated waste diversion goals
of 15 percent by 1995 and 50 percent by the year 2000 that will divert plastic materials
targeted by the proposed Ordinance; and
WHEREAS, each the Town of Danville is developing an Source Reduction and Recycling
Element (SRRE) as required under the California Integrated Waste Management Act (AB
939) that outlines the diversion programs to be implemented and the County and other
interested agencies have had opportunities to review and comment on the SRREs; and
WHEREAS, it has not been shown that a ban is necessary at this time to achieve diversion
goals; and
WHERF~S, the proposed ban would establish a specific diversion rate for the plastic
materials that is inconsistent with the Town of Danville's draft SRRE,
WHEREAS, the Town of Danville's draft SRRE outlines programs that will enable the
jurisdiction to exceed the State-mandated waste reduction goals of 25 and 50 respectively
by 1995 and the year 2000; now therefore be it
RESOLVED, by the Town Council of the Town of Danville hereby opposes the ordinance
proposed by the County Board of Supervisors to ban certain plastics from disposal in
landfills located in Contra Costa County; and be it
FURTHER RESOLVED, that the Town Council hereby opposes this approach to solid
waste management should it be applied to other waste types, as suggested in the October
8, 1991 Memorandum from the Director of Community Development to the County Board
of Supervisors.
