SOLID WASTE FACILITY OWNED, OPERATED OR REGULATED BY THE

Walnut Creek, formed the Central Contra Costa Solid Waste Authority (commonly referred

unincorporated areas of the County, Central San is evaluating its future role in solid waste
planning and management; and
WHEREAS, negotiations are ongoing between the County, the Authority (small JPA) and
certain private entities with the objective to acquire a site and construct a publicly-owned
transfer station; and
WHEREAS, such a facility would most feasibly be financed through revenue bonds or

stream on a long-term basis to a publicly-owned solid waste facility owned, operated or
regulated by Central Contra Costa Solid Waste Authority (small JPA); and
WHEREAS, Danville will likely become the franchisor during the 20 - 30 year expected
life of the bonds, Central San is requesting that Danville independently commit our waste
stream to such a facility; now therefore be it
