HomeMy WebLinkAbout177-91 RESOLUTION NO. 177-91 EXPRESSING COUNCIL SUPPORT FOR TOWN-WIDE IMPLEMENTATION OF AUTOMATED PICK-UP AND GREENWASTE SEPARATION AND RECYCLING PROGRAMS WHEREAS, the Town Council of the Town of Danville on February 5, 1991, approved the temporary use of property at 2420 Camino Tassajara Road for a Waste Management System (WMS) - POD exchange site as part of the POD demonstration program; and WHEREAS, the POD demonstration program was implemented on March 11, 1991 for termination not later than six months later; and WHEREAS, the program had three components which were evaluated: automated pick- up, greenwaste separation and the use of an exchange site to consolidate smaller loads onto larger transport trucks for direct hauling to the Altamont landfill (bypassing Acme landfill); and WHEREAS, each component had the potential to impact the rates by controlling the rate of escalation; and POD EXCHANGE SITES WHEREAS, the use of an exchange site was dismissed with the passage of Resolution No. 131-91 after staff was unsuccessful in identifying sufficient permanent exchange sites to implement the exchange concept Town-wide; and AUTOMATED PICK-UP WHEREAS, consistent with the conditions of approval, Valley Waste Management conducted an evaluation of the impact of the program, including an assessment of acceptance by Danville residents; and WHERF~S, Valley Waste Management retained an independent consultant, Marketing Connections, Inc. Computers for Marketing Corporation, to conduct the survey and analysis; and WHEREAS, over 83% of the survey respondents preferred automated pick-up (69.6%) or felt that it was an equivalent service to the standard service (13.6%); and Page I of Resolution No. 177-91 GREENWASTE SEPARATION & RECYCLING WHEREAS, AB 939 requires a 25% reduction on the amount of waste disposed of into landfills and incinerators by 1995; and WHERF~S, a waste characterization study reveals that greenwaste represents approximately 16% of all waste generated in Danville; and WHEREAS, greenwaste separation presents the most substantial opportunity for waste reduction in order to achieve the AB 939 goals; and WHEREAS, 39% of survey respondents experience grass sticking to the bottom of their yard trimmings containers, approximately 29% have solved the problem; and WHERF~S, Valley Waste continues efforts to address the problem for those who have not found a solution; now, therefore, be it RESOLVED, that the Danville Town Council supports the Town-wide implementation of automated pick-up and greenwaste separation and recycling programs and that staff is directed to communicate said support to Valley Waste Management and assist in the implementation as needed.
