Approving Establishment of and Participation in a
Contra Costa County Abandoned Vehicle Abatement Service Authority
WHEREAS, Assembly Bill (AB) 4114, The Abandoned Vehicle Abatement Bill, was signed
by the Governor on September 30, 1990, permitting a $1 per vehicle increase in vehicle
registration fees to be used by California counties for abandoned vehicle abatement; and
WHEREAS, the Danville Police Department identifies approximately fifteen to twenty
suspected abandoned autos per month through routine surveillance; and ultimately tows
three to five vehicles each month; and
WHEREAS, the expenses related to disposing of these abandoned vehicles is borne by the
Town's General Fund; and
WHEREAS, AB 4114 provides a revenue source for an existing Danville program; and
WHEREAS, in order for the County to begin collecting the additional registration fee on
January 1, 1992, Danville (and other cities within the County) must, by resolution, express
its interest in becoming a member of the Contra Costa County Abandoned Vehicle
Abatement Service Authority (Authority) by August 1, 1991; and
WHEREAS, the County has drafted an Agreement, that spells out the roles of the Authority
and the member jurisdictions, that each city should execute to become a member of the
Authority; and
WHEREAS, funds from the additional $1 registration fee, expected to total about $600,000
$700,000 annually (less five percent that will be kept by the State of California for
administrative costs), will be distributed quarterly to each member city based on
population; and
WHERF~S, the Town of Danville would receive approximately $20,000 - $26,000 annually
from the Authority; and
WHEREAS, the Town may use the money for costs incurred in the abatement of
abandoned vehicles, as well as the administration of the program; now, therefore, be it
RESOLVED, that the Town Council of the Town of Danville hereby agrees to the creation
of a Contra Costa County Abandoned Vehicle Abatement Service Authority and agrees to
participate therein; and be it

FURTHER RESOLVED, that the Town Manager is hereby authorized to execute on behalf
of the Town, the Agreement for membership in the Authority in the form as lodged with
the City Clerk, together with such changes as may hereafter become necessary, provided
such changes do not materially increase the obligations of the Town thereunder.
