A RESOLUTION DIRECTING STAFF TO DISCONTINUE EFFORTS
TO LOCATE POD EXCHANGE SITES
WHEREAS, the Town Council of the Town of Danville on February 5, 1991, approved the
temporary use of property at 2420 Camino Tassajara Road for a Waste Management
System (WMS) - POD exchange site as part of the POD demonstration program; and
WHEREAS, the POD demonstration program was implemented on March 11, 1991 for
termination not later than six months later; and
WHEREAS, the success in identifying sufficient permanent sites determines whether this
aspect of the program can be implemented Town-wide; and
WHEREAS, to expand the program Town-wide, at least 18 PODs are required at an
appropriate number of strategically located permanent sites -- ideally five to seven; and
WHEREAS, from the time this idea was conceptualized for Danville, there has been
concern about the availability and location of exchange sites; and
WHEREAS, since the program implementation, approximately 19 hours of staff time has
been spent looking for permanent exchange sites. Fifteen sites were presented to the
Planning and Transportation Committee and the Committee identified another site for
consideration; and
WHEREAS, the Planning and Transportation Committee evaluated the 16 sites based on
the criteria of permanent availability, planned (and potential) development, truck
accessibility and conflict with surrounding uses; and
WHEREAS, based on this criteria all but three sites were eliminated; and
WHEREAS, the three remaining sites are problematic because: they are not sufficient to
support the program town-wide; it is not certain that we can gain use of the sites; and the
sites are not sufficiently distributed throughout Town to spread the traffic impact
associated with town-wide implementation; and
WHEREAS, a minimum of 30 additional staff hours is estimated to accomplish the
approval process; and
WHEREAS, it is uncertain how much time would be required to locate and review
additional potential sites; and
WHEREAS, Valley Waste has also spent a great deal of time in this effort and is concerned
about the sufficiency of three sites for a town-wide program. As well, they need to know
what type of equipment needs to be ordered for garbage service in Danville upon
completion of the pilot program on September 11, 1991. It takes sixty days to receive
new equipment; now, therefore, be it
RESOLVED, that staff is directed to discontinue the search for permanent exchange sites
and concentrate instead on analyzing the feasibility of continuing the automated pick-up
and greenwaste separation components of the pilot program.
