APPROVING THE ACTION PLAN TO IMPLEMENT THE 1990 HOUSING ELEMENT
WHEREAS, the Danville Town Council did approve the draft 1990 Housing Element for
referral to the State Department of Housing and Community Development at a regular
meeting of March 5, 1991; and
WHEREAS, the Element is accompanied with an Action Plan that sets priorities for the
policies and establishes a work program to implement the Element; and
WHE~, the Town Council directed Staff to separate the Action Plan from the Element
for subsequent Town Council review and approval; and
WHEREAS, Staff has prepared an Action Plan which provides prioritization of the policies
reflective of an earlier ranking by the Planning Commission; and
WHEREAS, the Town Council did review and consider all recommendations presented
in writing at the May 21, 1991 meeting.
NOW THEREFORE BE IT RESOLVED THAT the Danville Town Council approves the
Action Plan as reflected in the draft included as Exhibit C of the May 21, 1991
Administrative Staff Report, and, with that action, establishes the focus of work efforts for
implementing the Element for the next twelve month + period; and
BE IT FURTHER RESOLVED THAT the Danville Town Council hereby directs Staff to
report back on a regular basis to the Council (pursuant to Policy 2.13 of the Element -
establishing the Council as the Housing Advisory Committee) as regards staff's progress
in implementing the goals and policies of the Element and to allow the Council an
opportunity to adjust/refine the Action Plan.

HOUSING ELEMENT POLICIES ACTION PLAN
Housing Element Policy
Policy 1.1 -- Maintain and improve punic facilities such as roads, sidewalks, street lighting,
landscaping, utilities and other improvements which enhance and improve residential
neighborhoods.
Policy 1.2 -- Maintain regular contact between Town staff and neighborhood associations to
review maintenance md improvement plans and assist in private efforts to improve
neighborhoods.
Policy 1.3 -- Assure that new residential projects proposed within existing neighborhoods are
compatible with the neighborhood's character. For purposes of this Element, compatibility may
not be strictly interpreted to allow different lot size, unit size or product type present in the
neighborhood.
Policy 2.1 -- Develop medium to high density housing in the downtown area on land currently
designated for multi-family use when the development incorporates affordable and/or senior
housing units.
Policy 2.2 -- Support development of affordable housing for the mentally disabled.

Housing Element Policy
Policy 2.3 - Cooperate with non-profit housing provider to develop rental units affordable to
very low and low incorae households.
Policy 2.4 -- Rezone vacant land m increase allowable residential densities where the integrity
of existing residential neighborhoods will not be disrupted and where an affordable housing
component is included.
Policy 2.5 - Promote density bonuses to developers that build affordable housing units in
addition to those bonuses required by State law.
Policy 2.6 - Establish guidelines for private sector land as%embly projects in order to provide
affordable housing units.
Policy 2.7 -- Review existing development standards, design guidelines, fees and application
processing time to determine and make changes where such changes would provide a
streamlined processing time, translating to lower cost of development for affordable housing
units.
Policy 2.8 -- Supplement 'residential units per acre' density standards with 'floor area ratios"
density standards for high density multi-family designated lands when an affordable housing
component is included.
Policy 2.9 -- Conduct regular reviews of the Second Unit Ordinance for ways to encourage
increased development of second units.
Policy 2.10 -- Adopt an inclusionary housing ordinance requiring 15 percent of the total units
in residential projects of 20 or more units to be low and/or moderate affordable units. This
ordinance should include an 'in-lieu' fee option for those project where inclusion of affordable
units is not practical, as determined by the Town.

Housing Element Policy
Policy 2.11 -- Amend the Zoning Ordinance and the General Plan to include a High Density
Multi-Family Residential District (e.g. 22-29 du/acre) for use only to encourage development of
affordable housing.
Policy 2.12 -- Amend the Zoning Ordinance and the General Plan to allow use of an Overlay
District for development of small in-fill single family residential projects at densities exceeding
those allowed by the underlying general plan and zoning designations, when an affordable
component is provided.
Policy 2.13 -- Create a Housing Advisory Committee to provide on going review and support of
the goals of the Housing Element.
Policy 3.1 -- Encourage private sector (banks, mortgage brokers and home bufiders) to develop
a program to facilitate home purchases by first time home buyers.
Policy 4.1 -- Apply the 20% of redevelopment area tax increment revenue required for
affordable housing in a manner that maximizes affordable housing production.

Policy 4.2 -- Apply for Community Development Block Grant money and other bond and grant
money that may become available to fund affordable housing projects and programs.
Policy 4.3 -- Explore the use of mortgage revenue bonds as a means to fmance affordable
housing development.
Policy S.1 - Encourage non-profit development and ownership of affordable rental units.
Policy 5.2 -- Require that all affordable housing development subsidized by the Town contain
provisions that assure long term affordability mechanisms.
