Funding mechanism and authority for a new Body - - Consolidation of the existing regional agencies (ABAG, MTC and BAAMQD) appears to be appropriate, in large part due to the fact that it is not a new "layer" of government - but instead represents a reorganization of an existing layer. - No additional duties should be assigned without creation of a new funding mechanism. - Added responsibilities to the Body for regional planning and review of local land use decisions having regional implications will require additional staff and funding. Authority of the new Body - - If the Body is to be effective it must be granted authority to change or alter local land use decisions that do not comply with an adopted regional plan. - Building toward consensus should be encouraged through the provision of fiscal incentives. - A clear definition of "regional significance" should be established. - The decision making process should be structured to incorporate sub-regional input/recommendations. - A conflict resolution process should be established. Equitable tax and revenue sharing - - Legislation that creates the new Body should provide for an equitable tax and revenue sharing system as an incentive to comply with the regional plan. - Methods to balance local fiscal priorities and regional growth management goals need to be established. 5. Regional housing goals - - Acknowledgement is needed that in some Bay Area communities there are economic realities that may significantly reduce the ability to provide housing in the lower price ranges. - No penalty should be assessed against those local governments who can document they have dutifully pursued their fair share goal to the best of their ability; and BE IT FURTHER RESOLVED the Town Council recommends that there be solicitation of additional input from local agencies prior to the drafting / preparation of enabling legislation; and BE IT FURTHER RESOLVED the Town Council hereby directs the Town Manager to monitor the activities of the Bay Vision 2020 Commission and advise the Council of the impact of issues raised within this Resolution or others that may have a material impact on the Town of Danville.
