INDICATING GENERAL SUPPORT OF THE GOALS AND OBJECTIVES
OF THE BAY VISION 2020 DRAFT REPORT AND RECOMMENDING
FURTHER ANALYSIS OF SPECIFIC RECOMMENDATIONS CONTAINED THEREIN
WHEREAS, the Bay Area Council has created a 31 member Bay Vision 2020 Commission;
and
WHERF~S, the Bay Vision 2020 Commission was charged with adopting a general vision
for the Bay Area through the year 2020 and to recommend measures to achieve the
vision; and
WHEREAS, the Bay Vision 2020 Commission has distributed a draft report which includes
a discussion of issues and strategies to achieve the desired vision; and
WHEREAS, the draft report recommends consolidation of the Association of Bay Area
Governments (ABAG), Metropolitan Transportation Commission (MTC) and the Bay Area
Air Quality Management District (BAAMQD) into a new regional governing body ("Body");
and
WHEREAS, the draft report further recommends that this new Body prepare a regional
plan and be vested with the authority through a regional governing commission to review
local government decisions for conformance with the adopted regional plan; and
WHEREAS, significant issues related to the composition of a Body, legislative authority
and revenue sources for the Body, equitable tax and revenue sharing system and
implementation of a "fair share" housing goal remain unresolved; and
WHEREAS, it is critical that the Bay Vision 2020 Commission receive input from local
government agencies prior to the drafting / preparation of enabling legislation; and
NOW, THEREFORE, BE IT RESOLVED, by the Town Council of the Town of Danville
that the Town Council hereby finds that the goals and objectives of the Draft Bay Vision
2020 report are appropriate in order that the quality of life in the Bay Area is maintained
into the future; and

BE IT FURTHER RESOLVED the Town Council recommends that there be additional
prior to the drafting /
study of the following significant issues / considerations

Composition of the Body -
- Whether the Body is composed of public officials, or a mixture of public and
private interests, there should be ultimate accountability to the electorate.
- Representation on the Body by private interests would allow special skills or
specialized representation to occur.
Funding mechanism and authority for a new Body -
- Consolidation of the existing regional agencies (ABAG, MTC and BAAMQD)
appears to be appropriate, in large part due to the fact that it is not a new "layer"
of government - but instead represents a reorganization of an existing layer.
- No additional duties should be assigned without creation of a new funding
mechanism.
- Added responsibilities to the Body for regional planning and review of local land
use decisions having regional implications will require additional staff and funding.
Authority of the new Body -
- If the Body is to be effective it must be granted authority to change or alter local
land use decisions that do not comply with an adopted regional plan.
- Building toward consensus should be encouraged through the provision of fiscal
incentives.
- A clear definition of "regional significance" should be established.
- The decision making process should be structured to incorporate sub-regional
input/recommendations.
- A conflict resolution process should be established.
Equitable tax and revenue sharing -
- Legislation that creates the new Body should provide for an equitable tax and
revenue sharing system as an incentive to comply with the regional plan.
- Methods to balance local fiscal priorities and regional growth management goals
need to be established.
5. Regional housing goals -
- Acknowledgement is needed that in some Bay Area communities there are
economic realities that may significantly reduce the ability to provide housing in
the lower price ranges.
- No penalty should be assessed against those local governments who can
document they have dutifully pursued their fair share goal to the best of their
ability; and
BE IT FURTHER RESOLVED the Town Council recommends that there be solicitation of
additional input from local agencies prior to the drafting / preparation of enabling
legislation; and
BE IT FURTHER RESOLVED the Town Council hereby directs the Town Manager to
monitor the activities of the Bay Vision 2020 Commission and advise the Council of the
impact of issues raised within this Resolution or others that may have a material impact
on the Town of Danville.
