HomeMy WebLinkAbout038-91RESOLUTION NO. 38-91 APPROVING A WORK PLAN FOR THE PREPARATION OF THE GROWTH MANAGEMENT ELEMENT OF THE DANVILLE GENERAL PLAN AND ESTABLISHING A GROWTH MANAGEMENT ADVISORY COMMITTEE WHEREAS, the Town of Danville has recently conducted two Town Council/Planning Commission study sessions to discuss the issue of growth management; and WHEREAS, the first study session, conducted on January 8, 1991, provided an opportunity to discuss the Town's present approaches to growth management related issues and the philosophical basis of that approach; and WHEREAS, the second study session, conducted on January 15, 1991, provided an opportunity to consider the options/obligations for the future in the area of growth management; and WHEREAS, the Town of Danville's philosophical thoughts regarding growth management can be found within the Goals and Policies of the Danville 2005 General Plan; and WHEREAS, fully a fourth of the Goals and Policies outlined within the Danville 2005 General Plan touch on matters pertaining to growth management (either at the external or internal level); and WHEREAS, in summary overview, the growth management issues addressed with the General Plan are grouped along the following topic areas; ae b. c. d. Urban Development Inter-Governmental Coordination Civic and Community Facilities/Infrastructure Circulation/Air Quality; and WHEREAS, the Council-adopted Planning and Transportation Department Work Program in early 1989 also provides an indication of the Town's thoughts regarding growth management; and WHEREAS, the Introduction Section of the Planning and Transportation Department Work Program included an assessment that growth management, transportation and traffic were among the most important matters faced by the Town of Danville and accordingly the Planning and Transportation Department Work Program set forth tasks directed both to external and internal growth pressures; and PAGE 1 OF RESOLUTION 38-91 WHEREAS, the following four goals were outlined in the Planning and Transportation Department Work Program; a. b. C. d. Centralize and improve responsiveness to traffic and transportation concerns raised by Danville residents. Assure a safe and adequate traffic and circulation network for residents while retaining a semi-rural character for the Town. Minimize externally generated traffic impacts upon the Town. Assume a pro-active leadership role in regional planning and transportation issues related to the Tri Valley Area; and WHEREAS,~recent Council actions pertaining to Measure C (the Contra Costa County Transportation Improvement and Growth Management Program) further reveal the Town's position on growth management; and WHEREAS, in June of 1989, the Town Council adopted the Work Scope for the Town of Danville - Growth Management Program. This action, formalized by the adoption of Council Resolution No. 70-89, was in response to requirements of Measure C; and WHEREAS, Resolution No. 70-89 indicated the Town's intent to comply with the growth management program requirements contained within Measure C, and thereby allowed the Town to qualify for local street maintenance and improvements funding; and WHEREAS, recent Town Council discussions regarding Growth Management Initiatives (Measures C and F of the November, 1990 County-wide ballot) reveal additional information regarding the Town's thoughts regarding growth management; and WHEREAS, the Town Council decision to take formal positions on the two Growth Management Initiatives reflected the Council's feeling that the potential impacts of future development of lands surrounding the Town will significantly affect the future quality of life in Danville; and WHEREAS, thoughts expressed by the Council at that time included the following; ao Due to fiscal constraints, Contra Costa County is largely dependent upon fees from development to fund County Government. PAGE 2 OF RESOLUTION 38-91 be Ce d. e. No financing mechanism is provided by the County to cover the costs of providing services to development once it is in place. Cooperation with the County is needed to find satisfactory funding solutions. There is a need for better comprehensive planning and to have more orderly growth (i.e., growth in a logical progression for efficient and economical extensions of services). The municipalities who provide the services and will be affected by impacts after development occurs should have planning responsibilities from the onset (i.e., development should be contiguous to city boundaries and should occur simultaneous to annexation); and WHEREAS, the Town of Danville is currently participating in, or implementing, a number of activities that fall under the general category of growth management, including the following key areas of involvement: a. b. C. d. e. f. go h~ Current Town Development Mitigation Practices Participation in Measure C - the Revised Contra Costa Transportation Improvement and Growth Management Program Participation in the State-wide Congestion Management Program Participation in the Tri-Valley Transportation Council Participation in the Dougherty Area Coordinating Committee Pursuit of the legal suit against Contra Costa County involving the development agreements in the Dougherty Valley Compliance with the findings of the "Town of Danville Study: Future Traffic in the Dougherty / Tassajara Valley Areas Participation in the Bay Vision 2020 Committee; and WHEREAS, the Growth Management Committee of last year's Town Forum prepared an outline report of the Committee's thoughts on growth management and its application in Danville; and WHEREAS, the majority of the "solutions" forwarded by the Committee have either already been put in place, are in progress or would be done as a matter of course in conjunction with the development of a Growth Management Element. PAGE 3 OF RESOLUTION 38-91 WHEREAS, to satisfy Measure C, the Growth Management Element prepared for the Town must include sections addressing the following: a. Traffic service standards and programs b. Other Performance Standards (Parks, Fire, Police, Sanitary, Water and Flood); and WHEREAS, optional sections for the Growth Management Element prepared for the Town (as outlined by Measure C) include the following: am b. C. d. e. f. g. Growth Strategy Jobs and Housing Opportunities Community Profile Evaluation of General Plan Amends. Economic Development Programs Local Housing Programs and Policies Funding of Mitigation Measures; and WHEREAS, direction provided at the January 15, Management Study Session included the following; 1991 Growth a. The Growth Management Advisory Committee should not set out to "reinvent" the General Plan. Because of the detail and scope of the Danville 2005 General Plan, a majority of the optional topics for the Growth Management Element (as outlined by Measure C) have already been addressed in detail. be In preparing the Growth Management Element, the Advisory Committee should; 1) - "revisit" growth management issues previously addressed in the Danville 2005 General Plan, and 2) - "revisit" the question of "Who do we want to be"?; and BE IT RESOLVED, by the Town Council of the Town of Danville that the Town Council hereby authorizes the formation of a ten to fifteen member advisory committee (including two Danville Planning Commissioners) to assist with the preparation of the above mentioned Growth Management Element; and be it FURTHER RESOLVED, that the Town Council hereby directs staff to advertise in a paper of local distribution the openings for the Growth Management Advisory Committee, with the application period to extend until February 22, 1991; and be it PAGE 4 OF RESOLUTION 38-91 FURTHER RESOLVED, that the Town Council hereby directs staff to advise the Planning Commission of the need to recommend for consideration two Planning Commissioners to serve on the Growth Management Advisory Committee, with the names of the recommended appointees to be forwarded to the Council prior to February 22, 1991; and be it FURTHER RESOLVED, that the Town Council hereby appoints the Planning and Transportation Town Council sub-committee to review the applicants for the Growth Management Advisory Committee and to report back their recommendations to the full Council as a Council Report matter at the March 5, 1991 Town Council meeting to allow the Town Council to formally appoint the committee.
