DESIGNATING THE CONTRA COSTA TRANSPORTATION AUTHORITY AS THE
CONGESTION MANAGEMENT AGENCY FOR CONTRA COSTA COUNTY
WHE~, the State of California enacted into law Chapters 105 and 106,
Statutes of 1989 (respectively SB 300, and AB 471) and Chapter 16, Statutes of 1990
(AB 1791) which require the development, adoption, and designation of a corresponding
Congestion Management Agency for the development of a long term, comprehensive
transportation program; and
WHEREAS, the State of California enacted into law Chapter 1568, Statutes of
1988 (AB 2595) and Chapter 1569, Statutes of 1988 (AB 3971), which require the
adoption, implementation, and endorsement of local transportation measures for the
attainment of state and federal ambient air quality standards; and
WHE~, eligibility for over $84 million in transportation funding for Contra
Costa County and its cities over the next 10 years is dependent on (1) designation of a
Congestion Management Agency and (2) development of, implementation of, and
conformance to a Congestion Management Program; and
WHE~, the legislation requires incorporation of trip reduction measures, land
use planning coordination, traffic level of service standards, public transit standards,
deficiency plans, and capital improvement programs into the Congestion Management
Program; and
WHEREAS, in order to meet the land use planning requirements, traffic level of
service standards, and public service standards, and to prepare deficiency plans and
capital improvement programs required by the Congestion Management Program, that
Program must be coordinated with the programs and policies developed for the Contra
Costa Transportation Authority Growth Management Plan; and
WHE~, in order to meet the Transportation Systems Management (TSM)
requirements of the Congestion Management Program and the California Clean Air Act of
1988, we can potentially apply the TSM program of the Contra Costa Transportation
Authority; and
WHEREAS, formation of the Congestion Management Agency calls for its
composition to be determined based on population, communities of interest and identity,
and geographic proximity, with fair representation of all cities, towns, and areas in the
County of Contra Costa; and
WHEREAS, the cities of San Ramon, Dublin, Livermore, Pleasanton, the Town of
Danville and the Counties of Contra Costa and Alameda have adopted a Memorandum of
Understanding establishing the Tri-Valley Transportation Council (TVTC) for the purpose of
cooperative, multi-jurisdictional transportation planning; and
WHEREAS, the TVTC has been designated by the Contra Costa Transportation
Authority as the Regional Transportation Planning Committee for the purpose of Regional
Route Action Planning; and
WHEREAS, the TVTC has initiated development of the Tri-Valley Transportation Plan
to address Congestion Management Program issues in the Tri~Valley area; and
WHEREAS, the TVTC has initiated development of a computerized transportation
planning model to be shared by all member jurisdictions; and
WHEREAS, the Tri-VaUey Transportation Plan will be coordinated and incorporated
within the Congestion Management Program efforts of Contra Costa County and Alameda
County; and
NOW, THEREFORE, BE IT RESOLVED that pursuant to the passage of
Proposition 111 by the voters of California, the Town Council of the Town of Danville
hereby endorses the designation of the Contra Costa Transportation Authority as the
Congestion Management Agency for the Cities and County of Contra Costa.
The Town of Danville, as a member of the Tri-VaUey Transportation Council, also
endorses the Alameda County Transportation Plan Commission as a Congestion
Management Agency whose decisions may directly influence the Town's transportation
planning.
The Town of Danville will submit the following information to the Tri-Valley
~ansportation Council membership for coordination, review and comment prior to
forwarding to the Congestion Management Agencies, to include but not be limited to:

Designated regional transportation facilities;
Proposals for public transit routing or facilities;
Data base information for maintenance of local, sub-regional, and regional
transportation planning models;
Seven-year CIP;
Deficiency plans.
The Town of Danville will cooperate with other TVTC members in adopting within
the Tri-Valley Transportation Plan a sub-element paralleling the Congestion Management
Program which can uniformly apply to each political subdivision, and encourage the two
County Congestion Management Agencies to incorporate into each County's Congestion
Management Program those elements agreed to in the Tri-Valley Transportation Plan.
