RECOl~ENDING DEFEAT OF GROWTH 1.~,NAGEMENT INITIATIVE
MEASURE "C" (THE 65/35 CONTRA COSTA COUNTY LAND PRESERVATION PLAN)
APPEARING ON THE COUNTY-WIDE BALLOT FOR THE NOVEMBER 6, 1990 BALLOT
WHEREAS, two growth management initiatives will appear on the
County-wide ballot for the November 6, 1990 election; and
WHEREAS, one of the two initiatives is identified as Measure "C"
(The 65/35 Contra Costa County Land Preservation Plan) and is
sponsored by the Contra Costa County Board of Supervisors; and
WHEREAS, the general provisions of Measure "C" are as follows:
Measure ',C,' (The 65/35 Contra Costa County Land Preservation
Plan) - Would restrict urban development to 35% of land in the
County, with the remaining 65% to be preserved for
agriculture, open space, wetlands, parks and other non-urban
uses. Establishes an urban limit line to define the outer
limits of urban development. Establishes a 40-acre minimum
parcel size for agricultural lands outside the urban limit
line. Would be coupled with new zoning regulations to
restrict development on hillsides and significant ridgelines.

WHEREAS, Measure "C" was placed on the ballot partly in response to
the qualification of Measure "F", the competing growth management
initiative, for the November 6, 1990 ballot and in part as a means
to implement basic provisions of the ongoing County General Plan
update process; and
WHEREAS, at the September 6, 1990 Town Council meeting, the Council
received a briefing from Town staff regarding the two growth
management initiatives; and
WHEREAS, at the direction of the Town Council, staff subsequently
organized a special study session to allow expanded discussion and
consideration of the merits of the two initiatives and the study
session was conducted on October 10, 1990 and included
presentations by representatives for each of the two initiatives;
and

WHEREAS, the Town Council indicated a desire to consider the
adoption of a Resolution supporting one, or both, of the growth
management initiatives at a regular, subsequent, Council meeting;
and
WHEREAS, the Town Council considered the merits of the two growth
management initiatives at their meeting on October 16, 1990; and
WHEREAS, said item was noticed in all respects as required by law
(including a "courtesy" mailed notification to all Danville Home
Owner Associations, locally active residential and commercial
development firms and other interested parties); and
WHEREAS, the Town Council did hear and consider all reports,
recommendations, and testimony submitted in writing and presented
at the hearing;
WHEREAS, the Town Council of the Town of Danville made a
determination that Measure "C" has the following problems which
make it markedly less effective than Measure "F" (the "competing"
growth management measure appearing on the November 6, 1990 ballot)
as a growth management measure;
1. Would fail to slow recent speculative land purchases of
existing agricultural lands in the unincorporated regions of
the County, which are seen as being detrimental to the long-
term agricultural use of these areas.
2. Fails to implement the recommendations of the 1989-1990
County Grand Jury to restrict County development as the County
is inherently unable to provide city services as effectively
and economically as cities.
3. Would allow development applications to be processed on
thousands of acres of identified prime agricultural lands.
4. Would potentially allow break-up of existing grazing lands
down to non-viable agricultural parcels as small as five
acres.
5. Would potentially Dermit urban development on city borders
contrary to adopted city plans.

NOW, THEREFORE, BE IT RESOLVED THAT the Town Council of the Town of
Danville recommends the defeat of Measure "C" (Contra Costa
Greenbelt Initiative).
APPROVED by the Danville Town Council at a Regular Meeting on
October 16, 1990 by the following vote:
