ESTABLISHING TOWN POLICY REGARDING
PROPOSED PARK AND RIDE FACILITY AT
SYCAMORE VALLEY ROAD AND 1-680 FREEWAY
WHEREAS, by Resolution No. 56-90, the Town Council of the Town of
Danville authorized the acquisition of that real property located
at the Northeast corner of the intersection of Sycamore Valley
Boulevard and Interstate 680 freeway, and identified as Assessor's
Parcel Numbers 216-061-001 and 216-043-001; and
WHEREAS, the purpose of such acquisition is to provide a Park and
Ride facility at such location; and
WHEREAS, such Park and Ride facility will directly benefit citizens
of Danville and the region and contribute towards easing traffic
congestion on Interstate. 680; and
WHEREAS, residents of the Sycamore/Laurel neighborhood, adjacent
to the proposed facility, have voiced concerns over the impacts of
such facility on their well being; and
WHEREAS, the Town Council recognizes such concerns, and desires to
eliminate, or reduce to an acceptable level, the impacts of such
Park and Ride facility on the residents of the Sycamore/Laurel
neighborhood; and
WHEREAS, the purpose of this Resolution is to establish an official
policy of the Town of Danville regarding the design and
construction of such Park and Ride facility for the guidance and
information of staff, consultants, the public agencies and members
of the public; now, therefore
BE IT RESOLVED, by the Town council of the Town of Danville, that
the following design and construction guidelines are hereby
established as official policy of the Town of Danville, which shall
be adhered to in the study, planning, design, construction and
operation of such proposed Park and Ride facility:
I.
ACCESS. Access to and egress from the proposed Park and Ride
facility shall ONLY be taken from Sycamore Valley Road and/or
Interstate 680 ramps. Such access to or egress from such
proposed Park and Ride facility shall NOT be taken from Laurel
Drive or any other access east of Laurel Drive and limited
pedestrian access, shall, in consultation with the neighbors,
be discussed in the design phase.
II.
NOISE. Adequate and effective noise mitigation measures
shall be incorporated into the design and construction
of the proposed Park and Ride facility as required by the
General Plan, State and Federal guidelines. Such
measures may include, without limitation, earth berms,
fencing, landscaping, and/or other noise absorbing or
reflecting measures;
III. OVERFLOW PARKING. "Overflow" in the Sycamore/Laurel
neighborhood by users of the proposed Park and Ride
facility shall be prohibited by appropriate architectural
barriers, signage and parking restrictions;
IV.
GLARE AND LIGHT. Lighting of the proposed Park and Ride
facility shall be designed to be directed downward and
away from the Sycamore/Laurel neighborhood;
V.
AESTHETICS. The Town shall consult with residents of the
Sycamore/Laurel neighborhood concerning the design of the
landscaping and other visual screening methods in
connection with the proposed Park and Ride facility;
VI.
ENVIRONMENTAL REVIEW. An Environmental Impact
Report/Statement shall be prepared for the proposed Park
and Ride facility, and significant adverse environmental
impacts identified therein shall be mitigated to the
extent feasible.
