AUTHORIZING CONSTRUCTION OF PHASE I OF THE CAMINO RAMON
EXTENSION
WHEREAS, on June 6, 1989, Danville voters approved Initiative Measure A, an
amendment to the Danville General Plan requiring that Camino Ramon be extended
south to Fostoria Way; and
WHEREAS, on June 19, 1989 a duly noticed public hearing was held and
conducted before the Town Council of the Town of Danville concerning the Town's
Capital Improvement Program; and
WHE~, at such public hearing Town staff was instructed to comply with the
mandate of the voters by including the Camino Ramon extension project in the Town's
Capital Improvement Program; and
WHEREAS, on November 20, 1989 the Town Council of the Town of Danville at a
duly noticed public meeting reviewed and approved an amendment to the Capital
Improvement Program which amendment included the Camino Ramon extension project,
divided the project into phases, and provided for project financing in the amount of
approximately $1,400,000; and
WHEREAS, staff has prepared a construction schedule, performance standards
and mitigation measures for Phase I of the Camino Ramon extension project; and
WHEREAS, a number of performance standards have been developed to open
Camino Ramon to traffic in such a way that circulation opportunities will be enhanced for
south Danville residents while at the same time minimizing through traffic; and
WHEREAS, the performance standards include measures to deter speeding,
through traffic, and truck traffic; and
WHEREAS, the performance standards are reflected in a number of mitigation
measures, including advisory signs, stop signs and traffic signals; and
WHEREAS, the performance standards and mitigation measures have been
presented to affected area residents on three occasions, including two public workshops;
and
WItEREAS, although formal environmental review of the Camino Ramon extension
project is not required under the California Environmental Quality Act (Northwood
Homes v. Moraga (1989) 265 Cal. Rptr. $65), the Town Council of the Town of
Danville hereby finds, based upon the files, records, testimony and experience associated
with the Camino Ramon extension project, that the performance standards and mitigation
measures incorporated into such project will either avoid significant adverse environmental
effects or reduce such effects to a point of insignificance;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of
Danville that staff is directed to take all actions necessary to implement Phase I of the
Camino Ramon extension project in a manner consistent with the attached performance
standards and mitigation measures.
