SUPPORTING HOUSEHOLD HAZARDOUS WASTE COLLECTION DAY
WHEREAS, it is in the interest of the Town of Danville to provide
residents with collection, recycling and disposal options for
household hazardous wastes; and
WHEREAS, the Town Manager has submitted a recommendation that the
Town Council support the Contra Costa Joint Committee on Household
Hazardous Waste in their efforts to organize, publicize and conduct
a collection day on a Saturday in June; now, therefore
BE IT RESOLVED by the Town Council of the Town of Danville to
support a collection day for household hazardous waste as set forth
in Exhibit A hereto, is hereby adopted and approved.
PASSED, APPROVED AND ADOPTED by the Town Council of the Town of
Danville at a regular meeting only held thereof, this 6th day of
March, 1990, by the following vote:

Dear Mayors, City Managers & Sanitary District CEOs: ~!
Providing residents with collection, recycling and disposal options
for household hazardous wastes is an issue at the forefront of
public concern and is being addressed by the Hazardous Materials
and Solid Waste Commissions through the Joint Committee on
Household Hazardous Waste. Accomplishments thus far have included:
2 Workshops for cities, franchisees and franchisors on
collection of household hazardous wastes
Development of a service station collection network
for used oil; to be operated throughout the county
A pilot project to collect used oil at marinas
The Household Hazardous Waste (HHW) Committee would like to
coordinate a county-wide HHW clean-up/recycling day for specific
recyclable items: used oil, latex paints and car batteries. Your
city's participation in this event is critical!
We anticipate the collection, to be held in three or four sites in
the county on a Saturday in June, to cost about $20,000--based on
the experience of Sacramento County. The final budget is to be
developed by the planning group.
The financing for this collection would come from a new funding
source at the California Waste Management Board. AB 2448 (Eastin,
1987) requires a surcharge to the landfill tipping fee in order to
reimburse local governments for programs which collect, recycle
and dispose of HHW. The monies are available to local governments
based on a formula of waste generated on a per ton basis within the

jurisdiction. .
Approximately $108,000 will be available to Contra Costa annually,
with each city being entitled to a share. To calculate the amount
a city could receive, the annual tonnage generated by that city
would be multiplied by 60 cents per ton. 20% of that figure would
come to the city annually. A city generating 100 tons/day, or
36,500 tons/year would get $4,380 annually from AB 2448 (36,500 x
60 cents/ton x 20%). On the other hand, a city generating 300 tons
per day would get $13,140 annually.
These monies would reimburse a local entity for collection efforts
undertaken during the previous fiscal year. Reimbursement would
occur in about January 1991 for expenditures on HHW incurred in the
1989/90 fiscal year (ending 7/1/90). Examples of allowable costs
would be public education, disposal costs, a tank for collecting
used oil, etc.
This 1989/90 fiscal year is the first year for which these funds
are available. Unfortunately, the state will not be notifying
cities of this new funding source until they have completed the AB
2448 regulations, which they hope will be mid-February. The
regulations would be finally adopted mid-April.
In order to proceed in the planning of this event to benefit all
Contra Costa residents, the following is needed: ,
* Sponsorship of the event by city councils;
Commitment to allow 20% of AB 2448 funds to be used to
cover expenses; and
City staff assistance in planning and promoting the
event.
Planning for this event must begin in the immediate~future. If
possible, please confirm your city's participation by Thursday,
March let in order to have your city's name included in promotional
materials.
We welcome and need your input. The next meeting of the Household
Hazardous Waste Committee will be Friday, February 9, at 9 a.m. at
Central Sanitary District offices (5019 Imhoff Place~ Martinez).
