HomeMy WebLinkAbout236-89 RESOLUTION NO. 236 - 89 ADOPTING THE INTERIM APPLICATION OF LEVEL OF SERVICE ~.STANDARDS IN ACCORDANCE WITH THE GROWTH MANAGEMENT REQUIREMENTS OF MEASURE "C" WHEREAS, the Town of Danville adopted a resolution of intent to comply with the Growth Management Program for all new development applications as of January 1, 1990; and WHEREAS, the Town of Danville has initiated a planning program to comply with the Growth Management Program; and WHEREAS, Measure "C" has established acceptable levels of service for rural, semi- rural, suburban, urban, and central business district land use designations; NOW, THEREFORE the Town Council of the Town of Danville does hereby take the following actions applicable to the obligations established under Measure "C", which are in addition to existing development review and mitigation/fee programs: 1. Adopt the traffic level of service standards in the Transpo:lnation Improvement and Growth Management Program attached as Exhibit A, modifying the "Urban" definition to mean mid-range Level of Service D, with a corresponding V/C ratio range of 0..83 to 0.87. 2. Apply the traffic level of service standards to the street E~pes within the Town as shown on the map of areas subject to the levels of service attached as Exhibit B. 3. The Town shall require traffic impact analysis for an.y project which is estimated to generate 100 or more a.m or p.m. peak hour trips based upon the trip generation rates as presented in Trip Generation, 4th Edition, (Institute of Transportation Engine~:rs, 1987). 4. Require that during the review of development proposals, the traffic impact analysis shall determine whether a project could cause a signalized intersection o~1: freeway ramp to exceed the applicable interim standard and shall identify mitigation measures and/or fees so that the intersection of ramp will operate in conformance with applicable standards. Development proposals shall be required to comply with identified mitigations and/or legs. 5. Require that the interim list of routes of regional significance, and/or locations subject to findings of special circumstances listed in Exhibit C attached, are exempt from interim level of service standards, but require mitigation measures and/or fees from p~iiects that adversely affect the existing level of service, and for which traffic impact analysis is requ~lred. 6. Require that the calculation methodology for the application of traffic level of service standards is the "Planning Applications" methodology, using "Operations and Design Method" vehicles per lane per hour capacities (or other appropriate saturation flow rates), described in Transportation Research Circular Number 212, Interim Materials on Highway Capacity (Transportation Research Board, 1980). Each jurisdiction sh;~tll comply with the adopted stan- dards. Jurisdictions may adopt more stringent standards without penalty. Level of Service (LOS) would be measured by Circular 212 or the method described in the most commonly used version of the Highway Capacity Manual. Any issues with respect to the application of the Highway Capacity Manual or measurement of level of service shall be referred to the Authority's Technical Coordinating Committee for review and recommendation to the Authority. In the event that an intersection(s) exceeds the applicable Traffic Service standard, the Authority shall, jointly with local jurisdictions, establish appropriate mitigation measutres or determine that a given intersection is subject to a finding of special circumstances. Any intersection that presently exceeds the Traffic Service standard and which will be brought into compliance in the most current Five Year Capital Improvement Program (see section 6) shall be considered to be in compliance with the applicable standard: The Authority, jointly, with affected local jurisdictions, shall determine and periodically review the application of Traffic Service Standards on routes of regional significance. The review will take into account traffic originating outside of the county or jurisdiction, and environmental and financial considerations. Local jurisdictions, through the forum provided by the Authority, shall jointly determine the appropriate measures and programs for mitigation of regional traffic impacts. (See Section 5) Capital projects necessary to meet and/or maintain the Traffic Service standards are to be included in the required Five Year Capital improvement Program.
