APPROVING AND CERTIFYING MITIGATED NEGATIVE DECLARATION
AND APPROVING APPROPRIATIONS OF FUNDS
TO CONSTRUCT THE MUNICIPAL SERVICE CENTER
AND AUTHORIZE STAFF TO PROVIDE WITH A
REQUEST FOR PROPOSAL FOR AN ARCHITECT
WHEREAS, the Town Council has reviewed the site plans for the
Municipal Service Center; and
WHEREAS, the approval of funding for the Municipal Service Center
will provide a permanent home for the Town's Maintenance and
Inspection functions; and
WHEREAS, the Maintenance Superintendent has recommended adoption
of a resolution for the purpose of appropriating funds for the
subject project; and~
WHEREAS, the first step in the process of implementing this project
is to contract with an architect for the purpose of producing final
construction drawings; and
WHEREAS, the Town has prepared and circulated for public review a
Mitigated Negative Declaration of Environmental Impact pursuant to
the California Environmental Quality Act (hereinafter "CEQA"), in
connection with the development contemplated by this project; and
WHEREAS, such Mitigated Negative Declaration is based upon an
Initial Study conducted pursuant to CEQA; and
WHEREAS, such Mitigated Negative Declaration declares that the
development contemplated by this project will have a significant
adverse impact on the environment, but that the mitigation measures
contained therein reduce such impacts to an insignificant level;
and
WHEREAS, such Mitigated Negative Declaration, which is incorporated
in full herein by this reference, contains a Mitigation Measure
Reporting Program as required by CEQA; and
WHEREAS, the Town makes the following findings in connection with
the approvals contained herein:
1. The Initial Study prepared on the basis of the
project concluded that development pursuant to
the project could have a significant effect on
the environment;
2. Changes or alterations to the development have
been incorporated into the project, which
mitigate or avoid the potentially significant
effects identified in the Initial Study;
3. The Initial Study and Mitigated Negative
Declaration have been prepared and completed
in compliance with CEQA;
4. The Town has reviewed and considered the
information contained in the Initial Study and
Mitigated Negative Declaration, together with
public comments on such documents, and finds
that there is no substantial evidence that the
project'will have a significant effect on the
environment.
BE IT RESOLVED, by the Town Council of the Town of Danville that
the proposed Mitigated Negative Declaration for the Municipal
Service Center is hereby approved; and be it
FURTHER RESOLVED, that $1,775,000 from the following sources are
hereby appropriated to fund this project:
Capital Improvement Fund
Unappropriated Balances $900,000
Lighting and Landscaping District
Unappropriated Balances 100,000
Special Revenue
Building and Engineering
Unappropriated balances 425,000
Central Contra Costa Central Sanitary
District contribution 350,000
; and be it
FURTHER RESOLVED, that the Town Manager is hereby authorized to
take all necessary proper actions required to select and retain an
architect to produce final construction design documents for the
project.
APPROVED BY the Danville Town Council at a regular meeting on
November 20, 1989 by the following vote:
