A RESOLUTION OF THE DANVILLE TOWN COUNCIL APPROVING
DESIGATION OF THE OSBORN HOUSE AS A
DANVILLE HERITAGE RESOURCE
WHEREAS, Jacklyn Larson, owner of the Osborn House, has
nominated the Osborn House for desgination as a Heritage Resource
of the Town of Danville; and
WHEREAS, the Osborn House is located at 928 Diablo Road as
shown on Attachement A; and
WHEREAS, the Heritage Resource Commission did review the
designation at a duly noticed public hearing at their meeting of
June 22, 1989; and
WHEREAS, the Heritage Resource Commission recommended that
Town Council approve the designation; and
WHEREAS, the Town Council did review the designation at a duly
noticed public hearing at their meeting of September 7, 1989; and
WHEREAS, a staff report was submitted which recommended
approval of the designation; and
WHEREAS, the Town Council did hear and consider all said
reports, recommendations and testimony as herein set forth; and
WHEREAS, ordinance No. 89-8 (Historic Preservation) of the
Town of Danville establishes criteria for heritage resources; and
WHEREAS, Ordinance No. 89-8 (Historic Preservation) of the
Town of Danville establishes incentives which the Town may offer
for participation in the Heritage Resource Program; now therefore,
be it
RESOLVED, by the Town Council of the Town of Danville makes
the following findings in support of this action:
1. That the Osborn House was constructed approximately in 1870.
2. That the House is representative of a particular architectural
style, namely Greek Revival.
3. That the House is representative of the evolution of Danville.
4. That the House is associated with persons who have made a
meaningful contribution to the community as the Boone family,
original owners of the House, were p~ominent landowners and
active in community affairs in the late 1800'~.
5. That the House is further associated with the Osborn family
who owned the property for 62 years.
6. The House is a familiar visual feature of the neighborhood;
and be it
FURTHER RESOLVED, the Town Council of the Town of Danville approves
designation of the Osborn House as a heritage resource subject to
the following conditions of approval:
1. The Heritage Resource designation shall apply to the Osborn
House and the site as identified in Attachment A.
2. This designation allows the present and future property owner
the following incentives:
a. Expedited processing of permit application including, but
not limited to, building permit, land use permit, and
variance applications.
b. Application of the State Historic Building Code.
c. Inclusion in a brochure of historic site in Danville
d. At the owner's option, participation in a Mills Act
contract to reduce property taxes. This option must be
exercised in writing within one year of the effective
date hereof.
e. Waiver of permit application fees.
PASSED, APPROVED AND ADOPTED this 7th day of September, 1989 by the
following vote:
