HomeMy WebLinkAbout113-89 Resolution No. 11~ 89 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF DANVILLE ADOPTING THE SOLID WASTE DISPOSAL FACILITY IMPLEMENTATION SCHEDULE EXPORT AGREEMENTS WITH ALAMEDA & SOLANO COUNTIES WHEREAS, the existing landfills in Contra Costa County do not have sufficient capacity to handle solid waste from residents and businesses in Contra Costa prior to the opening of the new landfill; and WHEREAS, interim landfill capacity is needed to protect public health and safety; and WHEREAS, Solano County and its cities are currently considering amending its Solid Waste Management Plan and issuing associated permits to allow the disposal of solid waste from specific areas of Contra Costa County in the Potrero Hills Landfill subject to certain terms and conditions; and WHEREAS, the Solano County agreement calls for a 3% yearly increase in recycling within participating jurisdictions; and WHEREAS, the Alameda County Zoning Administrator has approved and issued the Altamont Landfill Conditional Use Permit to permit 580,000 tons of municipal solid waste from Contra Costa County for a period of two years; and WHEREAS, the Alameda Waste Management Authority will consider amending the Alameda County Solid Waste Management Plan to allow the disposal of solid waste from specific areas of Contra Costa County in the Altamont Landfill subject to certain terms and conditions; and WHEREAS, the Alameda County consideration also calls for adoption of Curbside Collection Plans that would be implemented no later than 1992 for all participating cities and communities with populations of more than 5,000; and WHEREAS, the Alameda County consideration also calls for Curbside Collection Programs serving at least 35% of the population covered by the agreement; and WHEREAS, a part of the AlamedaCounty consideration calls for adherence to the Contra Costa County Solid Waste Disposal Facility Implementation Schedule which outlines the process for adoption of a new Contra Costa Solid Waste Management plan, general plan amendments, and approval of one or more landfill sites; and WHEREAS, Contra Costa County has met every deadline in accordance with the Solid Waste Disposal Facility Implementation Schedule and has committed the financial resources necessary for continued adherence to the Schedule. NOW, THEREFORE, BE IT RESOLVED THAT the Town of Danville adopts the Solid Waste Disposal Facility Implementation Schedule (attached) . The Town of Danville further agrees to plan and provide for recycling programs that meet or exceed the requirements of Alameda County and Solano County.
