HomeMy WebLinkAbout065-88 RESOLUTION NO. 65-88 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF DANVILLE Seeking East Bay Municipal Utility District Water Conservation Policy Modifications WHEREAS, the natural temperatures of central and east Contra Costa service areas are significantly higher than the service in Alameda County; and WHEREAS, severe water reductions will result in extensive loss of trees and vegetation thereby causing an ecological imbalance, ruin the home and habitate of numerous California wildlife species, damage the environment and cause environmental impacts which have not been studies; and WHEREAS, the average daily use of water in the service area west of the hills is 300 gallons per day, the average water usage in West Contra Costa County is 400 gallons per day, and the average daily use of the hotter areas is 800 gallons per day; and WHEREAS, a usage of 400 gallons per day does not represent any reduction whatsoever of average water use thereby causing all of the water usage reductions to occur in the hotter climates of Contra Costa County and not forcing water rationing or water conservation on the majority of the population in the East Bay Municipal Utility District (EBMUD); and WHEREAS, just as EBMUD has a different water rate structure because of natural features, EBMUD should have different water allocations based upon climate, also a natural feature. WHEREAS, the staff of EBMUD did conclude a different plan would be a more fair and equitable solution by causing all EBMUD customers, regardless of location, to ration water and share the problems caused by the drought. WHEREAS, EBMUD's drought management plan causes a hardship on public agencies which irrigate parks and landscaped areas. NOW, THEREFORE, BE IT RESOLVED, by the Town Council of Danville as follows: Section 1: It is respectfully requested that the Board of Directors of EBMUD reconsider their drought plans. Section 2: The present system is unfair and discriminatory and should be repealed. J RESOLUTION 65-88 (continued) Section 3: The environmental impacts of rationing only the hotter climate area of EBMUD service area need to be studied before any plan is imposed. Section 4: Respectfully request the Board of Directors to immediately instruct staff to review the possibility of using Delta water now while its quality is above normal. Section 5: A more fair and equitable solution, such as provided by EBMUD staff, needs to be implemented. Section 6: Respectfully request the Board of Directors instruct staff to work with member cities to develop a reasonable allotment and rate policy for public water uses. Section 7: Respectfully request the staff and Board of Directors of EBMUD to consult with member cities and/or various groups before making such an important policy in the future.
