HomeMy WebLinkAbout064-88 RESOLUTION NO. 64-88 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF DANVILLE IN SUPPORT OF FREEWAY WIDENING AND THE MEDIAN, INSTALLATION OF SOUNDWALLS, AND ESTABLISHING AND HOV LANE AS PART OF THE 1-680 FREEWAY WIDENING PROJECT WHEREAS, the California Department of Transportation (Caltrans) is proposing to relieve anticipated traffic congestion by widening Interstate 680 from 6 lanes to 8 lanes between Interstate 580 to Rudgear Road; and WHEREAS, one method of increasing the freeway's people- carrying capacity is to increase the vehicle occupancy rate, thereby enabling the movement of more people with less energy and less air pollution while saving overall trip time; and NOW, THEREFORE, BE IT RESOLVED that the Town Council, on May 16, 1988, approves the 1-680 freeway widening project, the construction of soundwalls, and the concept of constructing an HOV lane in each direction as part of the 1-680 freeway-widening project subject to the following conditions: 1. The additional lanes would be restricted to HOV's during peak period only. 2. The minimum occupancy would be two persons per vehicle. 3. An evaluation process should be established for the HOV-lane project. 4. A team of representatives, including local affected jurisdictions, be involved with the decision for possible conversion of the HOV lanes from two to three occupants per vehicle, including a public hearing process to insure maximum public input. 5. Soundwalls installed within the Town of Danville boundaries shall be equivalent to the existing soundwalls on Sycamore Valley Road, including, but not limited to, design, color, style, and construction technique. 6. Any landscaping removed from the interior median on 1-680 shall be replaced with equivalent landscaping within the 1-680 right-of-way.
