A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF DANVILLE
APPROVING THE CITYtS PARTICIPATING IN THE ALAMEDA-CONTRA COSTA
REGIONAL REMOTE ACCESS NETWORK (RAN), CAL-ID, AUTOMATED
FINGERPRINT IDENTIFICATION SYSTEM
WHEREAS, Senate Bill 190 (Chapter 1234, Statutes of 1985)
authorize participation of California law enforcement in the
Remote Access Network (RAN) of the California Identification
System (CAL-ID); and
WHEREAS, it is acknowledged that the local implementation of
CAL-ID will help solve crimes and provide a safer environment
for the citizens of our City; and
WHEREAS, a region composed of the area of the counties of
Alameda and Contra Costa has been formed for the implementation
and operation of an Automated Fingerprint Identification System
in compliance with Senate Bill 190; and
WHEREAS, Section 11112.5 (a) of the Penal Code provides for
costs for equipment purchase, based upon the master plan
approved by the Attorney General, including state sales tax,
freight, insurance and installation, shall be prorated between
the State and local government entity; and
WHEREAS, the States's share shall be 70% (or approximately 1.855
million dollars) and local government's share will be 30% of
these costs; and
WHEREAS, Section 11112.5 (d) of the Penal Code provides that
local government shall be responsible for all costs related to
site preparation, equipment maintenance, ongoing operational
costs, file conversion costs and enhancements which exceed the
basic design specifications of the California Department of
Justice; and
WHEREAS, a local RAN Board has been established for the area of
Contra Costa County comprised of the following members: a
member of the Board of Supervisors, the Sheriff, the District
Attorney, the Chief of Police of the city having the largest
number of sworn personnel, a Chief of Police selected by all
other police chiefs within the county, a Mayor selected by the
Mayors' Conference and a member at large chosen by other
members; and
WHEREAS, the Regional and Local RAN Boards have identified an
implementation and cost sharing plan based on users population;
and
WHEREAS, the estimated cost for the Town of Danville's
participation FY 87/88 is $43,163.
NOW, THEREFORE, BE IT RESOLVED that the Danville Town Council,
on April 6, 1987, does resolve as follows:

Supports its share of the cost of the Alameda/Contra
Costa Automated Fingerprint Identification System based on
the Town of Danville's percentage of population to the total
population of all users within the County of Contra Costa
and consistent with the budget approved by the Local and
Regional RAN Boards, and

Recognizes that an Agreement setting forth the rights and
obligations of the various parties will be forthcoming. The
Mayor is authorized and directed to execute this Agreement,
subject to its approval by the City Attorney as to form.
PASSED, APPROVED, AND ADOPTED by the City Council on the 6th day
of April by the following vote:
