RESOLUTION 79-86
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANVILLE
IN THE MATTER OF OPPOSING PASSAGE OF THE GANN INITIATIVE/
PROPOSITION 61 ON THE NOVEMBER, 1986, BALLOT
WHEREAS, the Public Employee Compensation Constitutional
Initiative (Gann, Proposition 61) proposes to substantially
change the laws governing compensation for state and local
elected officials and employees; and
WHEREAS, salaries of all State and Local employees would be
limited to 80 percent of the Governor's salary -- this limit
would be $64,000 on November 5, 1986. Individuals under
contract to the City could not receive compensation greater than
$75 per hour, nor could their contracts exceed two years in
length. Accrued vacation and sick leave buyout costs could
amount to $7 billion statewide and $43,000 in the City, and
WHEREAS, this Initiative would result in unknown savings to
state and local governments; however, its intermediate and
long-term impact on the public sector's ability to hire and
retain qualified employees would lead to less efficient and
substantially more costly government services.
NOW, THEREFORE, THE CITY COUNCIL HEREBY opposes passage of
Proposition 61 on the November, 1986 ballot.
