HomeMy WebLinkAbout070-86 RESOLUTION 70-86 A Resolution to Uphold Planning Options for Contra Costa Cities and County WHEREAS, Contra Costa County is a special place providing a unique quality of life; WHEREAS, we recognize Contra Costa County is a special place because of the balance between urban and rural land uses; WHEREAS, the county, cities, service districts, and citizens are working together to protect the county's quality of life with the preparation of a new General Plan and the designation of a permanent Greenbelt; WHEREAS, we support coordinated improvement of infrastructure to provide better transportation, accommodate health needs, and ensure good schools; WHEREAS, we do not want to foreclose planning options during the General Plan review process; WHEREAS, growth can continue in areas already identified for development in the general plans of the county and the cities; NOW THEREFORE, BE IT RESOLVED, that the city of Danville will refrain from annexing lands identified by the county as open space in its current General Plan, until a new County General Plan is adopted. (This refers to significant Open Space areas having further development potential pending revision of planning policy and provision of services. Sub areas within larger properties which have been designated as Open Space through the G.P.A. and P.U.D. process shall be exempted.) RESOLVED FURTHER, that the City of Danville requests the Board of Supervisors to consider the following interim policies pending adoption if the new general plan: a. No approvals of developments that are inside or immediately adjacent to a City sphere if influence unless consistent with the applicable city general plan and supported by the city; b. No approvals of new community water districts; c. Institute a moratorium on the subdivision of land for those lands not designated for development in the County General Plan. d. Any proposed amendment to the current open space element of the county General Plan to be submitted to the Citizens General Plan Review Committee for their recommendation, prior to Board action. RESOLVED FURTHER, that the City of Danville requests LAFCO to adopt the following interim policies pending adoption of the new general plan: a. No annexations or revisions to spheres of influence shall be approved that would include lands receiving water from either the Byron Bethany Irrigation District or the East Contra Costa Irrigation District. b. Any individual annexation proposal shall be accompanied by a complete plan for the delivery or urban services. The plan shall demonstrate the availability of and shall identify the methods for the full range of urban services required by the proposed annexation.
