A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANVILLE
URGING IMPROVED DRIVER TRAINING AND SAFETY EQUIPMENT
REGULATIONS FOR COMMERCIAL VEHICLES
WHEREAS, most parts of the Federal interstate system, including
1-680, will be increasingly used by the so called super tanker
commercial vehicles, and
WHEREAS, while the size of commercial vehicles authorized to use
the interstate system has increased, nationwide efforts to
improve commercial vehicle driver competency and safety
equipment have actually decreased as a result of deregulation of
the commercial trucking industry, and the responsibility for
setting driver competency and safety standards is, according to
the U.S. General Accounting Office, now largely left to the
individual states, and
WHEREAS, according to the Insurance Institute for Highway
Safety, approximately 10% of all traffic deaths arise from
collisions between large trucks and cars, and the number of
fatalities since deregulation has steadily increased;
California, while a leader in setting truck safety standards for
vehicles licensed in California, is now subject to a
substantially deregulated industry and unregulated or
underregulated commercial vehicles from out of state use
California's interstate system.
NOW, THEREFORE BE IT RESOLVED that the City Council of the city
of Danville does hereby request that the California Public
Utilities Commission identify and implement means of improving
the competency of drivers and the adequacy of safety equipment
for all commercial vehicles using California's roads and
interstate system.
PASSED, APPROVED AND ADOPTED this 17th of March, 1986, by the
following vote:
