In the Matter of:
Granting a Mitigated Negative
Declaration for Navlet's Home
Improvement Center Project
(GP 85-1, PUD 85-6)
RESOLUTION NO. 95-85
The California Environmental Quality Act (CEQA) and CEQA
Guidelines specify the procedure for preparing, considering and
approving a Negative Declaration (Public Resources Code section
21680(c) and Guidelines sections 15070 through 15075).
The applicant, Navlet's Inc., has submitned an application
for a home improvement center project ("the project") consisting
of two phases totalling 64,562 square feet of indoor commercial
floor area located at 800 Camino Ramon in Danville. (APN
207-021-010, -011 and -021) The applicant has requested a
general plan amendment (from single-family residential
low-density to specialized commercial), a rezoning (from A-2,
general agricultural, to P-l, planned unit district) and final
development plan approval. Details of the proposed project are
on file in the City as GPA 85-1 and PUD 85-6.
The applicant has submitted environmental information for
the project including a traffic impact study, noise study and a
fiscal analysis. The city's planning staff prepared an initial
environmental study and a draft mitigated negative declaration.
Mitigation measures recommended in the initial study were
integrated into the conditions of project approval.
On August 26, 1985 the Planning Commission considered the
above information and received public comment. The Commission
then voted to recommend to the City Council that it grant a
Mitigated Negative Declaration based on the findings outlined in
the staff report and the mitigation measures outlined in the
draft Negative Declaration with certain changes.
On November 7 __, 1985, the City Council considered the
Planning Commission's recommendation to approve a Mitigated
Negative Declaration.
NOW, THEREFORE, the City Council of the City of Danville
resolves that:
1. The Mitigated Negative Declaration for the Navlet's
Home Improvement Project is approved.

2. These mitigation measures shall be integrated into the
conditions of project approval:
(1) Construct sound walls along the eastern and
southern property lines to reduce noise.
(2) Shield outdoor lighting to protect neighboring
residents from unnecessary glare.
(3) Screen parking, loading and storage areas from
public streets and adjacent properties.
(4) Deleted.
(5) Deleted.
(6) Preserve any items of archaeological significance
found on-site during the construction phase.
(7) Restrict construction hours and activities to
prevent unnecessary disturbances of neighboring residences.
(8) Protect the views of neighboring residences to the
fullest practical degree.
3. The planning staff is directed to file a Notice of
Determination with the County Clerk of Contra Costa County under
Public Resources Code section 21152.
