HomeMy WebLinkAbout068-84 DANVILLE Town of Danville 542 San Ramon Valley Boulevard Danville, CA 94526 (415) 820~6337 RESOLUTION NO. 68-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANVILLE Authorizing Changes to the Compensation Plan for City Employees for Fiscal Year 1984-85 WHEREAS, the City's work force has become established and it is in the interest of the City as an employer to provide wages and supplemental benefits for its employees which are competitive, and which meet the basic health and welfare needs of employees, and WHEREAS, Section 2 (d) Resolution No. 47-83 requires the City Manager to prepare a Compensation Plan for City employees and to submit the Plan, and any revisions to the Plan, to the City Council for approval, and WHEREAS, except for merit adjustments, the basic rates of pay for City employees have not been adjusted since January 1983. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Danville to: 1. Increase the rate of base pay for the various employement classifications by 8.0 percent effective July 2, 1984, and 2. Direct the City Manager to adjust (from the operating contingency account) the appropriations for each service program by the amounts needed to pay the wage adjustments and the adjustments to supplemental benefits described in Exhibit "A" attached to this Resolution, and 3. Approve the Supplemental Benefit Policy described on Exhibit "A" and direct the City Manager to implement rules and procedures, and solicit benefit proposals as needed to provide benefits. 4. Set a maximum employer contribution of $231.00 per month for all insurance benefits made available under the Supplemental Benefit Policy. PASSED, APPROVED AND ADOPTED by the City Council of the City of Danville on July 2, 1984, by the following vote: AYES: Lane, May, Mc Neely, Offenhartz, Schlendorf NOES: None ABSENT: None EXHIBIT B SUPPLEMENTAL BENEFITS FOR DANVILLE EMPLOYEES 1. Pension Plan - The City shall provide a differed income type pension program for employees which (a) includes a minimum employer contribution of 10%, and maximum employer contribution of 15%, and (b) requires a minimum employee contribution of 2% and a maximum employee contribution of 7%. For each additional 1% of base pay contribution (above the minimally required 2%) made by the employee, the City will contribute to the employee's pension account an amount equal to 1% of base pay up to a maximum 15% employer contribution. 2. Major Medical Tnsurance - The City shall provide a choice of two major medical insurance plans - i.e. an HMO type plan, and a private plan. 3. Other Tnsuranc~ - If there is sufficient interest among employees, the City shall make available group life, dental, vision care, and disability insurance plans. 4. Maximum E~ployee Contribution - The maximum employer contribution to the cost of all insurance benefits made available to employees shall not exceed a fixed amount determined by the City Council. 5. Use of Employer Contribution for Tnsurance - The City's contribution to employee insurance benefits shall be applied as follows: a. The employer contribution shall first be applied to the cost of major medical insurance for the employee. b. Excess amounts (if any, after major medical expenses are paid) of the employer's contribution may be applied, at the employee's option, to: (1) Other group insurance programs available and provided by the City. (2) The employees pension account, except that employer insurance contributions may not be used to offset required pension contributions of the employee.
