RESOLUTION NO. 77-83
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANVILLE
Opposing Actions by the State of California That Would
Reduce Revenues to Cities and Counties
WHEREAS, all cities and counties have for many years provided
services the cost of which are partially offset by subvention
revenues traditionally collected by ~he State of California
and distributed to cities and counties, and
WHEREAS, subvention revenues constitute a major share of Zhe
revenue base for some local government organizations including
the City of Danville, and
WHEREAS, since the adoption of Proposition 13 there is evidence
to indicate that the cost of State government has continued to
increase at an alarming rate and this has typically not occurred
at the local government level, and
WHEREAS, it appears that the California State Legislature has
in adopting the 1983-84 State budget, reduced traditional
local government revenues in order to absorb increased costs
for operating the State government, and
WHEREAS, although the State Legislature has provided a means
by which alternative revenues may be increased at the local
level, such revenue increases may not offset the revenues
which are being lost by the States' actions and it is
inappropriate that local governments should be required to
increase revenues at the local level in order to help
balance the State's budget.
NOW, THEREFORE BE IT RESOLVED that the City Council of the
City of Danville does hereby go on record as opposing the
State of California's plan for revenue reductions to local
government, and
BE IT FURTHER RESOLVED that the Mayor and City Manager are
directed to work with other elected and administrative
officials in Contra Costa County in order to develop a
unified position among the County of Contra Costa and
cities in the County for opposing the State's budgetary
actions.
