RESOLUTION NO. 53-83
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANVILLE
ADOPTING POLICY FOR STREET CLOSURES FOR CELEBRATIONS AND PARADES
In accordance with Section 21101 of the California Vehicle Code which
authorizes the City Council to adopt rules and regulations authorizing
"Temporarily closing a portion of any street for celebrations, parades, local
special events and other purposes when it is deemed necessary for the safety
and protection of persons who are to use that portion of the streets during the
temporary closing";
NOW, THEREFORE, IT IS BY THIS COUNCIL RESOLVED that the following is
adopted as a matter of policy:
~--~ 1. Application for street closures shall be submitted to the City
Council at least ~six weeks prior to the date of the event.
This will enable the City Staff to make a recommendation to the
Council.
2. The applicant shall be a responsible community organization and
the purpose of the closure shall be a special event which is of
interest to a large segment of the community and not merely to
a private party.
3. Adequate provisions to route traffic around the event must be
available.
4. The concurrence of the City Police and other appropriate police
agencies as well as the San Ramon Valley Fire District on the
adequacy of traffic control measures shall be obtained prior to
the granting of any permit.
5. The City Council may include such conditions in a Permit as may
be deemed warranted relative to safety devices, barricades, signs,
lights, responsibility for clean-up, use of City facilities, or
any other condition that may be pertinent to particular special
privilege granted under a Permit.
6. The City Council may require the applicant to furnish a Certificate
of Insurance evidencing that adequate public liability coverage is
provided and that the City is included as an additional insured
under the applicant's policy with respect to the special event.
PASSED, APPROVED AND ADOPTED this 6th day of June, 1983, by the following
vote:
