RESOLUTION 22-82
RESOLUTION OF THE CITY OF DANVILLE SUPPORTING RENEWAL OF
FEDERAL GENERAL REVENUE SHARING
WHEREAS: the Federal General Revenue Sharing Program
expires September 30, 1983, a little over
12 months from now; and
WHEREAS: renewal of the Federal General Revenue Sharing
Program has been successively more difficult to
achieve and a major obstacle to 1983 re-enactment
is pervasive opposition to the Program at the
Congressional level; and
WHEREAS: reauthorization for the program will occur for
~-~ the first time in a non-election year, increas-
ing the difficulty cities will have holding
their Congressional representatives accountable;
and
WHEREAS: General Revenue Sharing is a non-categorical
entitlement distributed directly to local
entities and able to be used like local funds
for a broad variety of purposes; and
WHEREAS: General Revenue Sharing funds have for many cities
become essential for providing basic services as a
result of Proposition 13, reductions of State sub-
ventions and eleimination or curtailment of Federal
Grants.
NOW, THEREFORE, BE IT RESOLVED by the City of Danville, that
re-enactment of the Federal General Revenue Sharing
Program is a top priority and to this end, the City
of Danville takes the following actions:
a. Obtain strong written committments supporting
renewal of General Revenue Sharing from all
Congressional candidates in the November, 1982
election as soon as possible.

b. Forward copies of these committments to
U.S. Conference of Mayors' to ensure
accountability during renewal consideration
in 1983.
c. Forward copies of these committments to the
Federal representatives and key administration
staff.
PASSED, APPROVED AND ADOPTED THIS 4th day of October
1982, by the following votes:
AYES: Lane, Mc Neely, Offenhartz, Schlendorf
NOES: None
