HomeMy WebLinkAbout97-09 EXHIBIT A ~.~'~1 RESOLUTION NO. 97-09 : A RESOLUTION OF THE PLANNING COMMISSION OF THE TOWN OF DANVILLE APPROVING SIGN PERMIT REQUEST SR 97-03 MODIFYING A PREVIOUSLY APPROVED MASTER SIGN PROGRAM FOR THE EXISTING RETAIL/COMMERCIAL STRUCTURE LOCATED AT 11000 CROW CANYON ROAD (APN: 206-010-032) WHEREAS, PAJA Investments requested approval of an an Permit for an existing 14,272+ square foot retail/commerci~ WHEREAS, the subject site is located at 11000 Crow Canyon as Assessor's Parcel Number 206-010-032; and ~ended Master Sign Program d building; and {oad and is further identified WHEREAS, the Town of Danville Sign Ordinance requires TOwn approval of Master Sign Programs, and any subsequent amendments to a Master sign Program, for a multi-tenant commercial center; and WHEREAS, the Planning Commission did review the project at a noticed public hearing on February 25, 1997 and continued the item to an unspecifiedidate; and WHEREAS, the Planning Commission did review the project ati a subsequent noticed public hearing on March 25, 1997; and ' WHEREAS, the public notice of this action was given in all respects as required by law; and WHEREAS, a staff report was submitted recommending that P!anning Commission approve the amended Master Sign Program amendment request; and[ WHEREAS, the Planning Commission did hear and consider all reports, recommendations, and testimony submitted in writing and presented at the hea~ing; now, therefore, be it RESOLVED that the Planning Commission of the Town of Danville approves the proposed Master Sign Program amendment request SR 97-03 per the conditions contained herein, and makes the following findings in support of this action: ~ 1. The proposed amended Master Sign Program is icompatible with the materials, PAGE I OF RESOLUTION NO. 97-09 o color, texture, size, shape, height, location i and design of the project architecture. The proposed signage does not excessively compete for the public's attention. The installation of three interior-illuminated channel letter signs for tenant spaces #2-#4 on the west elevation of the itructure is appropriate and consistent with the content of signs installed in adjacent commercial developments. CONDITIONS OF APPROVAL Unless otherwise specified, the following conditions shall be complied with prior to the issuance of a building permit for the project. Each item is sdbject to review and approval by the Planning Division unless otherwise specified. This approval is for a revised Master Sign Program for an existing 14,272+ square foot commercial/retail building identified as Danville Pavilion. All signage shall be consistent with the Master Sign program rifled "Sign Program Guidelines - Danville Retail Center - Byers Properties," dated received by the Planning Division on March 20, 1997. : Interior-illuminated channel letter signs for tenant spaces #2, #3 and #4 (as indicated on page 2 of the Master Sign Program) on the west elevation shall have a sign wireway that does not exceed two ipches in depth. The wireway shall have a "Texkote" application to simulatei a stucco finish and shall be painted the body color of the building. The sign ireturns and trim caps for the channel letters shall have a "Duranodic Bronze" finish. Such signs shall have Optima-Bold lettering and shall be "Holly Green'! in color. Signage copy shall include only the tenant's business name and shall not include any logos or additional information. o Tenant signs on the east elevation of the building shall be Halo-illuminated with Optima-Bold lettering. All east elevation minor tenant signs shall have a minimum three inch depth and shall stand off the wall approximately 1.5 inches. Signage copy shall include only the tenant's business name and shall not include any logos or additional information. Such signs on the east elevation shall be "Holly Green" in color. PAGE 2 OF RESOLUTION NO. 97-09 Signage on both the east and west elevation of Tenant space #1 shall remain at the previously approved location on the rotunda. The sign shall have the option of being interior-illuminated or halo-illuminated. The sign letters shall be a maximum of 20 inches in height and the maximum sign length shall be 21 feet. There shall be no corporate logo included with the sign. The sign copy style is subject to review and approval of the Design Review Board prior to installation of the sign. o All sign illumination shall be at the lowest level consistent with adequate identification and legibility. The existing Starbucks Coffee sign located on the south elevation of the building shall be adjusted to allow a minimum bf 12 inches between the east side of the sign and the corner of the sign fascia. The wireway for the Starbucks sign shall receive a "Texkote" finish to}simulate stucco and shall be painted to match the body color of the building. All signs for tenant spaces #2-#4 shall be centered in the sign fascia above the tenant space on both the east and west building elevations. 10. No building permits shall be issued for new signage at the subject structure if there are any sign violations occurring at the! subject site. The first sentence of the text of the Master Sign Program shall be modified to read: "All sign types shall be subject to the controls and limitations described in this Master Sign Program and approval or disapproval of sign submittals shall remain the right of the landlord and the Town of Danville, subject to the Town's tenant sign review process. : The text of the Master Sign Program titled "3. Special Tenant Signs, C. Window Signs" shall be deleted and the following language shall be added: '~0¢Tindow Signs shall be consistent with the requirements of the Town of Danville Sign Ordinance Window Sign requirements, with ithe exception that no neon "Open" signs shall be displayed within ten felet of any window within the center. In addition, the following language shall also be added to the "Special Tenant Sign" section of the Master Sign Program: No window tinting, logos, decorative window graphics, applied vinyl grapTaics or other window signage is permitted to be displayed either on the interior or exterior of tenant PAGE 3 OF RESOLUTION NO. 97-09 11. 12. 13. 14. windows (with the exception of permitted inforl national signs, such as hours of operation, but not including "Open" signs, listed in the "Exemptions" section of the Town of Danville Sign Ordinance). The text of the Master Program the text included !titled "Approvals and Permits" shall be modified to read: "The process of obtaining necessary approvals involves two major elements: (a) landlord and Town of Danville Planning Division approval followed by (b) a building permit from the Town of Danville Building Division." : Page 3 of the Master Sign Program building elevations shall be modified to illustrate the correct locations of existing Blockbuster Video signage (on the north and south building elevations). ; All revisions described in the above conditions of approval are subject to final approval of the Design Review Board prior to isshance of building permits for any additional building signage. The applicant shall submit to the Town of D~nville a fee in the amount of $25.00 (payable to the Contra Costa Count~ Clerk) to file the Notice of Categorical Exemption. APPROVED by the Danville Planning Commission at a Regular!
