HomeMy WebLinkAbout91-07 RESOLUTION NO. 91-7 A RESOLUTION OF THE PLANNING COMMISSION OF THE TOWN OF DANVILLE APPROVING A SIGN PROGRAM (SR 91-3) FOR TOWN & COUNTRY SHOPPING CENTER WHE~ Danville Town & Country Parmership has requested approval of a sign Program for a 55,200 sq. ft. shopping center; and WHEREAS the subject site is located at 589-626 San Ramon Valley Boulevard and is identified as Assessor's Parcel Numbers 208-060-056, 057, 058 & 059; and WHEREAS the Town of Danville Downtown Business District Ordinance; Area 7 - Retail and the Danville municipal Code require approval of a sign permit; and WHEREAS the Planning Commission did review the proj.ect at a noticed public hearing on February 26, 1991; and WHEREAS, the public notice of this action was given in all respects as required by law; and WHE~ a staff report was submitted recommending that Planning Commission approve the request; and WHEREAS the Planning Commission did hear and consider all reports, recommendations, and testimony submitted in writing and presented at the hearing; NOW, THEREFORE, BE IT RESOLVED THAT the Planning Commission of the Town of Danville grants approval of the Sign Review application per the conditions contained herein, and makes the Exception; Sign Review 1. o following findings in support of the Sign Application and The proposed sign program is compatible with the character and design of the exterior architecture of the buildings on the site. The location of the proposed signage will not impair the use of the property or conflict with visibility. The proposed sign program will not adversely effect the health, or safety of PAGE I OF RESOLUTION NO. 91-7 persons residing or working in the vicinity, or be injurious to property, or improvements in the area. As conditioned, the proposed sign program does not excessively compete for the public's attention. 5. The proposed sign program is no larger than necessary for adequate identification. The proposed sign program will serve to primarily identify the businesses established or type of activities conducted on the premise. Sign Exceptions Sign exception for mounting the signs for the three anchor tenants on the roof is in keeping with the existing architecture. The site contains adequate frontage along San Ramon Valley Boulevard to support installatiOn of two freestanding monument signs and approval of a sign exception. Both sign eXceptions conform as closely as possible with the size, number and placement requirements allow by ordinance. 4. The intent and purpose of the sign regulations is preserved with both exceptions. o Strict adherence with the sign ordinance precludes adequate identification of the International Village due to its proximity to the street. The architectural elements of the center are such that a sign located in conformance with the sign Ordinance WOuld conflict with other aesthetic standards. CONDITIONS Signage authorized by this permit shall be substantially as shown on the drawings labeled "Danville Town and Country Center" dated receiVed by the Planning Division on February 22, 1991, except as may be modified by the following conditions. Prior to construction, the developer must obtain a building permit from the Town of Danville's Building Division. PAGE 2 OF RESOLUTION NO. 91-7 jo o The Walgreens and Danville True Value Hardware signs are not approved. These two sign designs shall be reviewed and approved by a majority vote by the Design Review Board prior to issuance of building permits for the structures. If the Board and the applicant cannot mutually agree upon an appropriate design, then the sign designs shall be brought back to the Planning Commission for review and approval. Sign letters for both signs shall be made of the same red color with white trim. The final trim colors for the trellis element shall be subject to review and approval by the Design Review Board and shall blend with the new building color pallet. The teal color for the McCaulou's sign shall be subject to review and approval by the Planning Division. Prior to the issuance of a Building Permit for the International Village sign, the exact location, size and design shall be subject to review and approval by the Planning Division. Any proposed illumination of the monument sign shall be subject to review and approval by the Planning Division prior to issuance of an electrical permit. All existing signs must be removed from the exterior of the buildings upon installation of the new sign program. It is the Town's understanding that the applicant will install all new signs at once. If this is not the case, the applicant shall come to an agreement with staff on an installation schedule not to exceed 6 months from the commencement of the installation of the first sign. The neon signs located in the windows of the existing tenants shall be removed, or set back from the window by at least 3 feet, prior to installation of any new sign authorized by this permit. This approval is for specific signs for the anchor tenants; Walgreens, Danville True Value Hardware and McCaulou's. Future anchor tenant signs shall require a separate application and will be subject to review and approval by the Planning Division and if deemed necessary by staff, referred to the Design Review Board. The raceway mountings for all above-roof signs shall be concealed to the satisfaction of the Planning Division. 10. The existing soffit lighting under the eave shall be replaced with recessed lighting acceptable to staff. This lighting shall be reviewed and approved prior to installation of any internally illuminated signs. PAGE 3 OF RESOLUTION NO. 91-7 12. The new internally illuminated tenant I.D. signs shall have as much articulation, relief and detailing as possible to reduce the fiat, one-dimensional appearance of the signs.
