A RESOLUTION OF THE PLANNING COMMISSION OF THE TOWN OF DANVILLE
APPROVING DEVEI,OPMENT PLAN REQUEST DP 90-11 FOR THE
CONSTRUCTION OF AN APPROXIMATELY 864 SQUARE
FOOT HOiRSE BARN TO BE LOCATED WITHIN
A TOWN IDENTIFIED MAJOR
RIDGELINE AREA
WHEREAS, Warren & Sandra Metzger have requested approval of a Development
Plan application for a horse barn to be located within a Town identified Major Ridgeline
area, on a 2.3 acre site; and
WHEREAS, the subject site is located, at 437 El Alamo Road and is identified as
Assessor's Parcel Number 197-130-024; and
WHEREAS, the Town of Danville Scenic Hillside and Major Ridgeline Ordinance
(Ordinance 29-84) requires approval of a Development Plan; and
WHEREAS, the Planning Commission did review the project at a noticed public
hearing on June 12, 1990; and
WHEREAS, the proper notice of this request was given in all respects as required
by law; and
WHEREAS, a staff report was submitted recommending that Planning Commission
approve the request; and
WHEREAS, the Planning Commission did hear and consider all reports,
recommendations, and testimony submitted in writing and presented at the hearing;
NOW, THEREFORE, BE rr RESOLVED THAT the Planning Commission of the Town
of Danville approves the Development Plan (DP 90-11) per the conditions contained
herein, and makes the following findings in support of the Development Plan:
The proposed siting and architecture of horse barn will not conflict with the intent
and purposes of Ordinance 29-84 ("Scenic Hillside and Major Ridgeline
Development"), in that development will not adversely impact predominate views
of a Town-identified Major Ridgeline Area.
The proposed develgpment is in conformance with the goals and policies of the
General Plan.

The proposed developrnent is in conformance with all zoning requirements of the
R-lO0; Single Family Residential District in which the property is located.
CONDITIONS OF APPROVAl.
A. General
Except as may be modified by the following conditions of approval,
development shall be substantially as shown on the project plans labeled
Exhibit A and Exhibit B, dated received on April 16, 1990, on file with the
Planning Division.
The developer shall pay any and all Town and other related fees that the
property may be subject to. These fees shall be based on the current fee
schedule in effect at the time the relevant permits are secured.
Construction operations, delivery of construction materials, operation of
construction equipment shall be limited to weekdays (Monday through
Friday) during the hours from 7:30 a.m. to 5:30 p.m., unless otherwise
approved in writing by the City Engineer.
B. Site Planning
All new project lighting shall be installed in such a manner that glare is
directed away from surrounding properties and right-of-ways.
The horse barn shall be built to maintain a minimum distance of 50 feet
from the rear and side property lines.
The wood fence ~around the riding area shall be constructed of pressure
treated Douglas Fir, and shall retain it's natural wood finish.
C. Landscaping
A Final Landscape Plan shall be submitted for review and approval by the
Planning Division prior to issuance of a building permit. The plan shall
utilize native plant material, or plant materials which are compatible with
the natural setting, and require minimal watering. Additional landscaping
shall be provided at the rear of the barn, between the barn and the trail
easement, to help, minimize the visual impact from the trail.
All landscaped areas not covered by shrubs and trees shall be planted with
live ground cover'.

D. Architecture
The barn and the barn roof shall be painted in an earthtone color which
blends in with the surrounding area and prevents reflection from the metal
roof. Final colors shall be submitted for review and approval .by the
Planning Division.
E. Infrastructure
A drainage plan detailing the method of collecting the drainage and it's
method of discharge on the existing hillside shall be submitted for review
and approval be the Planning Division prior to issuance of building permits.

Concentrated drainage flows shall not be permitted to cross sidewalks or
driveways.
Roof drains shall empty onto paved areas, concrete swales, other approved
dissipating devices, or into a pipe.
4. Utilities required to serve the development shall be installed underground.
F. Streets
The developer shall keep adjoining public and private streets free and clean
of project materials and debris during the construction period.
Approved by the Planning Commission of the Town of Danville on this 12th day of June,
1990, by the following vote:
