HomeMy WebLinkAboutLUP 88-11EXHIBIT A FINDINGS AND CONDITIONS OF APPROVAL PG & E - Department of Engineering Research LUP 88-11 DP 88-21 FINDINGS The proposed building and its proposed use will not be detrimental to the health, safety and general welfare of the residents of the Town of Danville; The project is consistent with all applicable zoning and development policies of the Town of Danville; The project is consistent with the Danville General Plan and all related goals and policies; and The attached Conditions of Approval will serve to protect surrounding properties from any potential adverse effects of project development. CONDITIONS OF APPROVAL A. General Except as may be modified by the following conditions of approval, development shall be substantially as shown on the project drawings labeled Proposed Advanced Modular Generation Test Center, dated received August 10, 1988 by the Planning Department. The developer shall pay any and all City and other related fees that the property may be subject to. These fees shall be based on the current fee schedule in effect at the time the relevant permit is secured. Notice should be taken specifically of the City's Transportation Improvement Program (TIP) fee and the drainage acreage fee as established by the Contra Costa County Flood Control District. Prior to issuance of building permits, the developer shall submit written documentation that all requirements of the San Ramon Valley Fire Protection District and the San Ramon Valley Unified School District have been met. lC Be If archeological materials are uncovered during any construction or pre-construction activities on the site, all earthwork within 100 feet of these materials shall be stopped, the Town of Danville Planning Department shall be notified, and a professional archeologist certified by the Society of California Archeology and/or the Society of Professional Archeology shall also be notified. Site work in this area shall not occur until the archaeologist has had an opportunity to evaluate the significance of the find and to suggest appropriate mitigation measures, if they are deemed necessary. Construction and grading operations shall be limited to weekdays (Mondays through Fridays) during the hours from 7:30 a.m. to 5:30 p.m., unless otherwise approved in writing by the City Engineer. Site Planninq Any new lighting shall be installed in such a manner that glare is directed away from surrounding properties and rights-of-way. The location of any new pad mounted transformers shall be subject to approval by the Planning Department prior to the issuance of a building permit. Generally speaking, such transformers shall not be located between any street and the front of a building. Architecture 1 Ail ducts, meters, air condition and/or other mechanical equipment with exception of the exhaust fans shown on the Plans cited in Condition A.1, shall be effectively screened from view with landscaping or materials architecturally compatible with the main structure. o The street number of the new building shall be posted so as to be easily seen at all times, day and night. If signing for the development is desired, a comprehensive sign program for the entire facility shall be submitted under a separate application prior to installation of such signing. 2C The approved colors are identical to those approved in the Phase II repainting plan for LUP 87-12, as referenced below Main Body Color: Fluropan, SF 230, Smoke Trim Color Sherwin Williams #13-1049 & G-8994A. Grading Areas undergoing grading, and all other construction activities, shall be watered, or treated with other dust control measures to prevent dust. These measures shall be approved by the City Engineer and employed at all times as conditions warrant. Streets The developer shall keep adjoining public streets free and clean of project dirt, must, materials and debris during the construction period, as is found necessary by the City Engineer. Handicapped ramps shall be provided and located as required by the City Engineer. The developer shall install two Town standard street lights on Fostoria Way and shall remove the lights mounted on existing poles. The developer shall correct frontage deficiencies along the project's Crow Canyon Road frontage (cracked sidewalks and unsafe dropoffs at the back edge of sidewalk) to the satisfaction of the City of San Ramon Public Works Department. An encroachment permit shall be obtained from the City of San Ramon prior to commencing any work in the public right of way. Any damage to street improvements as a result of construction activity for the subject building, shall be repaired to the satisfaction of the city Engineer of the City of San Ramon, at full expense to the developer. This shall include slurry seal, overlay or street reconstruction if deemed warranted by the city Engineer. Infrastructure Water supply service for the new structure shall be provided by the East Bay MuniciDal Utility District in accordance with the requirements of the District. 3C 0 Sewer disposal service shall be provided by the Central Contra Costa Sanitary District in accordance with the requirements of the District, unless approval is secured to utilize a private sewage disposal system. Drainage facilities and easements shall be provided to the satisfaction of the City Engineer and/or the Chief Engineer of the Contra Costa County Flood Control District. Ail storm water run-off shall be collected and conducted via an approved drainage method to the nearest approved downstream facility. Off-site drainage flows shall be intercepted at the project boundary via an approved storm drain facility, or as approved by the City. Roof drains for the new structure shall empty onto paved areas, concrete swales, other approved dissipating devices, or into a pipe. Concentrated drainage flows shall not be permitted to cross sidewalks or driveways. Ail new utilities required to serve the development shall be installed underground. .Special Conditions Upon installation of the generation devices, the applicant shall contact both Planning Department and Community Conservation Department staff for the purpose of providing for an on-site monitoring of the noise generation levels for compliance with Ordinance 120 and Table 1, Noise Central Guidelines Resolution 83-87. The applicant shall copperate with city staff to allow monitoring on a semi-annual basis. Ail outdoor occurring in the area where this building is proposed must be relocated to an established storage area or within enclosed buildings prior to issuance of an occupancy permit.
