HomeMy WebLinkAboutMS 72-82CONDITIONS OF APPROVAL NELSON WRIGHT MS 72-82 Develop property generally as shown on plans submitted to the Planning Department and dated November 1982. Submit a detailed site plan for Parcel B, depicting grading (to include existing/proposed grades, retaining walls and contour intervals not exceeding two feet), location of existing trees (exceeding six inches in diameter, as measured four feet from the ground) and trees to be removed, conceptual landscaping, the outline of proposed and existing structures, streets, driveways, parking, utilities, etc., architectural elevation plans (of building exteriors) and any additional site specific information as may be required by the Planning Director. Identify the precise building site and residential structure height (not to exceed one story) for Parcel B to be reviewed and approved by the City Planning Director prior to recordation of the Final Map. Acquire a site development plan permit prior to any alteration, grading or development of the subject property. Submit site grading and drainage plans to the Building Division, for review and approval prior to the issuance of any building permit or construction of site improvements. The plans shall be prepared under the direction of a registered civil engineer, licensed in the State of California. If necessary, provide a preliminary soils and geologic reconnaisance report. Road construction and grading shall follow the recommendations of a soils report approved by the Development Services Department prior to issuance of a grading permit for the road. e Building Department permits for homesite and access on Parcel B of this :subdivision shall incorporate the recommendations of detailed, revised soils and geologic reports after approval by the Planning Department. Reports should be submitted at least 60 days prior to issuance of permits. 10. 11. 12. 13. The final map shall note the geologic report by David G. Heyes dated January 17, 1983, the soils report by Abel R. Soares dated January 21, 1983, and the fact that additional soil and geologic reports are required to be prepared by a registered geologist and registered ge·technical engineer prior to issuance of Building Department permits. Comply with the following Public Works conditions: In accordance with Section 92-2.006 of the County Ordinance Code, this subdivision shall conform to the provisions of the County Subdivision Ordinance (Title 9). Ally exceptions therefrom must be specifically listed in this conditional approval statement. Be The following exceptions to Title 9 are permitted for this subdivision: Section 914-4.402, "Discharge to Roadside Ditches"~, provided the applicant verifies the adequacy of the downstream ditch system and constructs necessary improvements to upgrade the system to adequately convey runoff from this property. Co Upgrade Sherburne Hills Road to a 20-foot paved, public roadway to City road standards from Camino Tassajara to serve all the parcels in this proposed subdivision. Furnish proof to the Development Services Department, of the acquisition of all necessary rights of entry, permits and/or easements for the construction of offsites, temporary or permanent, road and drainage improvements. Relocate, when necessary, any utility poles and service lines. This shall be accomplished at the property owners expense. Grant land for any rights-of-way required for the service and maintenance o~f utility equipment. Install all new u'tility distribution services underground. Determine availability of and provide for adequate sewer service to both of the proposed parcels. This must be accomplished subject to permit standards and approval by the Contra Costa County Health Department and City staff prior to recordation of the final map. 14. Dedicate a 10' wide utility maintenance easement in any areas where the public sewer main extends over private property. 15. Determine availability of and provide for adequate water supplies to service the proposed parcels. This shall be accomplished according to the standards required by the Contra Costa Health Department prior to recordation of the Final Subdivision Map. 16. Obtain a well pe~it and provide water and for both parcels via an on-site producing well or a "test well" with the required minimum yields and a bacterial and chemical quality for pure, wholesome water to comply with the County Health Department and State standards for a potable water supply or; if applicable, provide verifiable water availability data from adjacent parcels indicating the existance of a producing well or a test well having the required minimum yield per minute and a bacterial and chemical quality for pure, wholesome water to comply with the County Health Department and State standards for a potable water supply. If applicable, prepare a hydro-geological evaluation, including seasonal as well as yearly variations, for any area of known water shortages, suspected water shortages or water short basins, subject to County Health Department approval. 17. Install a water well on the subject property in compliance with the requirements of the County Health Department. The well may be located on the adjacent lot, if an easement is provided to ensure permanent water provision to each of the subject properties. This must occur prior to recordation of the Final Subdivision Map; or annex and connect Parcels A and B to the ESMUD Water District, pay all necessary connection, main extension and system capacity fees, as well as comply width all the requirements of the East Bay Municipal Utility District. 18. Comply with all requirements of the San Ramon Valley Fire Protection District, particularly with regards to the adequacy of water supply for fire protection purposes; or provide an alternative fire protection system if a public water supply and hydrants are not available to serve the subject parcels. This must be accomplished to the standards required by the San Ramon Valley Fire Protection District. 19. Comply with the requirements of the San Ramon Valley Unified School District regarding the contribution of funds for development of any necessary school facilities related to the development of Parcel B. 20. The subdivider shall submit documentation to the city verifying this subdivision participation in the roadway maintenance of the private "Sherburne Hills Road". 21. This subdivision lies within the Sycamore Valley Benefit District and shall pay all fees specified therein prior to map recordation.
