HomeMy WebLinkAbout86-07PLANNING COMMISSION RESOLUTION 86-7 A RESOLUTION OF THE DANVILLE PLANNING COMMISSION RECOMMENDING THAT THE CITY COUNCIL CERTIFY THE FINAL EIR, ADOPT A GENERAL PLAN AMENDMENT (GPA 86-3) AND INITIATE REZONING FOR THE' DOWNTOWN STUDY AREA LOCATED ON THE WEST SIDE OF 1-680, FROM THE CREEK NORTH OF DIABLO ROAD, ALONG THE ABANDONED SOUTHERN PACIFIC RAILROAD TRACKS TO THOSE PROPERTI~ES JUST SOUTH OF SYCAMORE VALLEY ROAD WHEREAS, a study of the Downtown area was initiated by the city of Danville in order to update the General Plan to reflect changes that have occurred, and to reflect a comprehensive land use circulation and urban design plan for the Study Area; and WHEREAS, as part of this study, public meetings and discussions with merchants, property owners, public agencies, the Danville Area Chamber of Commerce, and other concerned citizens were held over the past 18 months to discuss issues and options relative to the Study Area; and WHEREAS, a land plan, recommended circulation system changes, and parking/urban design elements were formulated taking into consideration comments, suggestions and concerns expressed during the various public meetings; and WHEREAS, a Draft Environmental Impact Report (DEIR) was completed evaluating the impacts of amending the General Plan land use designations as recommended; said DEIR was considered during a public hearing held by the Planning Commission on October 29, 1986; and WHEREAS, responses to all written and oral comments received as of October 29, 1986 were evaluated and will be forwarded to the City Council in a "Responses to Comments" document; and WHEREAS, the DEIR and Responses to Comments documents considered together will constitute the Final EIR for the project; and WHEREAS, the Planning Commission has held duly noticed public hearings to consider this General Plan Amendment in accordance with Section 65090 of the California Government Code; and WHEREAS, the City staff has presented substantial factual information regarding the DroDosed General Plan Amendment~ and WHEREAS, the Planning Commission has considered all public testimony and information presented during the public hearings regarding the proposal; and WHEREAS, the Planning Commission finds that amendment of the General Plan for the Downtown Study Area is in the public interest. NOW, THEREFORE BE IT RESOLVED THAT the Planning Commission hereby recommends that the City Council take action as,~follows: Certify that the Final EIR has been completed in compliance with the California Environmental Quality Act; and Amend the land use and circulation changes of the General Plan for the Downtown Study Area as delineated in Exhibit 1 of this resolution. Initiate rezoning of the Downtown Study Area, directing staff to prepare necessary ordinances and to process existing development proposals in accordance with the land use, development standards, urban design elements and other comparable means of implementation pursuant to the criteria contained in the attached Draft Downtown Master Plan (Exhibit 2). Direct staff to implement as soon as practical specific implementation measures as noted in Exhibit 3.
