A RESOLUTION OF THE DANVILLE PLANNING COMMISSION
RECOMMENDING THAT THE CITY COUNCIL ADOPT AN
AMENDMENT TO THE GENERAL PLAN (GPA 86-2) FOR
THE 1160± ACRE AREA LOCATED EAST OF THE
EXISTING CITY LIMITS ON THE NORTH AND SOUTH
SIDES OF CAMINO TASSAJARA
WHEREAS, the City Council of the City of Danville adopted
Resolution 63-86 establishing a Master Annexation Plan for areas
east of the existing City limits within and adjacent to the
City's adopted Sphere of Influence, and
WHEREAS, the proposed annexation.area is not currently addressed
in the Land Use Diagram of the Danville General Plan, and
WHEREAS, amendment of the General Plan is appropriate prior to
annexation of the area and prior to any action by the City on
development projects with the annexation area, and
WHEREAS, the San Ramon Valley General Plan Land Use Diagram
includes land use designations for the proposed annexation area
including recent amendments effecting areas referred to as the
Hansen Lane and Dougherty Road Areas, and
WHEREAS, the proposed General Plan Amendment is for adoption of
the land use designations of the San Ramon Valley General Plan
as they pertain to the proposed annexation area, and
WHEREAS, an Environmental Impact Report (EIR) was prepared for
the Hansen Lane General Plan Amendment addressing itself to
development of approximately 200 acres of the annexation area,
and was certified by Contra Costa County on November 27, 1984,
and
WHEREAS, an Environmental Impact Report was prepared for the
Dougherty Road Area General Plan Amendment addressing itself to
development of approximately 500 acres of the annexation area,
and was certified by Contra Costa County on March 12, 1985; and
WHEREAS, as part of the approval of the development plans for
the 40 acre commercial center at the northeast corner of Camino
Tassajara and Blackhawk Road, Contra Costa County adopted a
Negative Declaration of environmental impact for the project,
and
WHEREAS, the Planning Commission finds that the discussion of
potential environmental impacts contained in these three
environmental documents is adequate and complies with the
requirements of the California Quality Act (CEQA) with regard to
the proposed General Plan Amendment, and
WHEREAS, the Planning Commission has held a duly noticed public
hearing in joint session with the City Council to consider this
General Plan Amendment in accordance with Section 65090 of the
California Government Code, ~,~
WHEREAS, the City staff has presented substantial factual
information regarding the'proposed General Plan Amendment, and
WHEREAS, the Planning Commission has considered all public
testimony and information presented during the public hearing
regarding the proposal, and
WHEREAS, the Planning Commission finds that amendment of the
General Plan for the 1160± acre area east of the existing City
limits is in the public interest.
NOW, THEREFORE BE IT RESOLVED THAT the Planning Commission
hereby recommends that the City Council amend the land use
designations of the General Plan as described in Exhibit A of
this Resolution.
