Approval of:
Accepting an Addendum to the Sycamore Ualley Specific Plan EIR;
Recommending rezoning from P-l, A-Z and R-IS to P-1 for the
entire site; and Recommending approval of the Prel±minary

R final Environmental Impact Report <EIR) wa~ Certified
for the Sycamore Ualley Specific Plan by the Contra
Costa County Board of Supervisors in 19el.
Section 15164 of CEOR as amended provides for Addendums
to Certified EIR's where new and updated information
may be added to enhance the original document_
An Addendum to the Certified EIR was prepared by the
City of Danville in January, 1985 which included new
and updated information relating to traffic, hydrology,
open space and landscaping, schools, noise, and land
uses and density_

Appendix D - floodway Plan Review, December, 19B4
The Addendum was reviewed by the Danville Planning
Commission and was subject to public review and comment
at a regular meeting on January lA, iYA5.
(Regarding the Proposed Rezoning and the Preliminary Development
Plan>
Title 8 (Zoning Ordinance> of the Municipal Code of the
City of Danville provides in Article 84-66_1004 for
rezoning of property to P-i, Planned Unit District,
based on final approval of a Preliminary Development
Plan by the Legislative body.
A Preliminary Development Plan was subnitted including
iO0 single famiiy detached units on 66 acres, 214 patio
hones on 38.5 acres and recreation facilities and
connon open space on the remaining 217 acres.
The proposal is in conformance with the Sycamore Valley
Specific Plan in terms of density, open space and
access among other considerations.
A public hearing was held by the Danville Planning
Commission on the proposed rezoning at a regular
meeting on ]anuary 28, 198S.
NOV THEREFORE BE IT RESOLVED that the Planning Commission of the
City of Danville adopts the following and recommends adoption of
sane to the Danville City Council:
Acceptance of the Addendum to the Sycamore Valley
Specific Plan EIR as adequate.
Rezoning the subject property from P-I, R-2 and R-iS to
P-i fo~ the entire site.
Approving the Preliminary Development Plan for the P-i
zoning subject to the attached conditions <Exhibit A)_
PASSED, ADOPTED, AND APPROVED by the Danville Planning
Commission on February 27, 198S by the following vote=

SYCAMORE VALLEY
CONCEPTUAL OPEN SPACE PLAN
o Background
One of the stated goals of the Sycamore Valley Specific Plan is
the establishment of a mechanism for the management and
maintenance of hillside open space areas. The Specific Plan
advocated the formation of a Master Homeowners Association for
this purpose. ~,~
On August 14, 1984, the East Bay Regional Park District adopted
Resolution Number 1984-8-225 establishing a "Regional Open
Space" land use category for inclusion in the Park District
Master Plan. The purpose of the Regional Open Space category
"is to place in public ownership open space lands which may be
opportunity acquisitions, easements or gifts of land which have
not been specifically identified as potential, parklands in the
Master Plan and which could have potential financial benefit to
the District. The primary use of this open space land is for
passive recreational activities. A secondary use could be for
agricultural purposes."
The adoption of Resolution Number 1984-8-225 created a logical
and attractive alternative for the management and maintenance of
open space lands. Because of this the Work Plan prepared for
Implementation of the Sycamore Valley Specific Plan identified
dedication of lands to the East Bay Regional Park District as
the most advantageous alternative available to all parties
concerned.
Over the course of the past three months, the project consultant
team has worked with Park District staff to prepare an Open
Space Concept plan for the Sycamore Valley. The primary
purposes of this plan are as follows.

To illustrate the aggregate open space land area
available within Sycamore Valley and identify
potential areas of expansion.
Be
To plan for a continuous open space system with
adequate access for hiking and equestrian use and
emergency vehicles.
To provide for interface and compatibility with
residential projects to be developed throughout
Sycamore Valley.
To preserve and maintain a ridgeline open space system
as a passive recreational and scenic resource in
perpetuity.
The plan which is before you for review this evening is the
result of efforts expended over the past three months. The
project consultant team working with the City Planning Director
and staff, and the East Bay Regional Park District staff have
provided direct input into this plan. A number of developers,
property owners and concerned citizens within the Sycamore
Valley have also contributed valuable input.
This plan which is intended to be conceptual in nature will
formalize the relationship between the City, the Park DiStrict
and Sycamore Valley developers and enable the individual
dedication of open space lands on a project by project basis.
Descriptio~
The Sycamore Valley Open Space Plan includes several elements.
It begins by defining the Open Space Structure within the valley
including the approximate boundaries of open space lands. These
boundaries were determined based upon the Land Use Map contained
within the Sycamore Valley Specific Plan, the City's General
Plan and individual development plans submitted or presented to
the City.
The plan identifies three major types of open space: Community
Open Space/Facilities, Neighborhood Open Space Systems and the
Proposed Regional Open Space System.
The plan further identifies a system of pedestrian, bicycling
and equestrian trails designed to afford an adequate degree of
access to, and use of open space areas with a minimum degree of
conflict with proposed and existing residential uses.
Again it should be stated that the plan is intended to represent
a conceptual level of planning only, in order to provide for
interpretation and adaptation in connection with propsed
develoment plans.
Action Required
The Sycamore Valley open Space Plan is presented for review of
the Planning Commission and recommendation to the City Council.
The intent of the consultant team will be to request adoption of
a Council resolution supporting the Open Space Plan, and
requesting a similar action by the East Bay Regional Park
District's Board of Directors. The matter has been tentatively
scheduled for review before the Park District Board on Tuesday,
March 5, 1985.
