This approval is based upon the Preliminary Development Plan/Preliminary Grading Plan as submitted by the applicant on February 4, 198S_ Any revision including site plans or architecture shall be submitted for revlew and approual of the Director of Planning. The total number of residential units shall not exceed 148 units_ Final number of units uill be determined .at final Development Plan stage_ The land uses and Minimum dimensional standards and requirements for the principal and accessing structures on these lots shall be as follows: Single Family Low Density: R-6 standards Setbacks: Frontyard: ZO ft. Uhere tile roofing is desired, grey or brown tone tile should be substituted_ b_ fhe use of white stucco finishes should be discouraged in favor of beige or "earth[one" colors. 1S_ Rll exterior unit elevations shall be trimmed and detailed similar to front elevations_ 16_ fill buildings adjacent to non-landocaped and non-Irrigated open space shall be constructed with fire retardent roofing_ 17_ All air conditioners/condensers shall be ground Mounted. 18_ Approved spark attestors shall be installed on each chimney used for fireplaces and heating appliances in which solid or liquid fuel may be used. 19_ nil recreation buildings, cabanas etc_ shall comply with San Ramon Valley Fire Protection District Ordinance n4, supervised sprinkler requirements prior to occupancy_ 20_ The developer shall participate with the City of Danville in formation of a regional open space system within the Sycamore Valley_ Ultimate ownership of such areas shall be determined upon recordation of final maps, prior to issuance of building permits_ Open space areas shall be :improved in accordance with East Bay Regional Park District Resolution No_ 1984-8-225.. 21_ Developer shall participate in an assessment district or other funding Mechanism for completion of all _~ requirements contained in the Sycamore Valley Specific Plan. Requirements shall include but not be limited 'to: Completion of Camino Tassajara~ Completion of Diablo Road between Camino Tassajara and 1-680_ Completion of Sycamore Valley Road_ CoMpletion of 1-680/SVcaMore [)alley Road interchange or its assurance of completion through other funding sources. Acquisition and Improvement of the 20 acre park site at Camino [assajara and Sycamore Valley Road_ Such participation shall be assured prior to issuance of any building permits for subdivision improvements of structures_ 22_ Covenants, Conditions and Restrictions, Articles of Incorporation and Dy-Laws for a Mandatory homeowners association shall be submitted for revieu b9 the Citv Attorney with the application for approval of a Final Subdivision Map_ These documents shall provide for establishment, ownership, and Maintenance of COMMOn Open Space_ 1he recreatioo facilities ~nd landscape 'treatment along Camino Tassajara shall be developed with the first phase of development. Plans for street [iyhting, signage and entry signage as required by the Specific Plan shall be submitted for review of the Director of Planning_ This shall occur in conjunction with final development plan submittal to assure Compatibility with building materials, colors and placement_ These plans shall be in comformance with the final landscape plan for Caminto Tassajara. Subdivision Maps for the development of the area shall not be recorded until an ordinance adopting this r-ezoniog has been finalized_ 26_ In accordance with Section 92-2_006 of the City Ordinance Code, this project shall conform to the provisions of the City subdivision ordinance <Title 9>. Any exceptions therefrom must be specifically listed in the conditional approual statement, attached to the Tentative Hap. ZT_ Dedicate a drainage easement on Sycamore Creek to Contra Costa County illoDd Control District conforming to the adopted Floodway Plan_ 28. Construct all drainage structures within the property conforming 'to the Sycamore Creek Floodway Plan, as amended in the Addendum to the 1981 K_I_R_ 29_ Abutlet's rights of access along Camino Tassajara, except for the intersection areas, shall be relinquished- The relinquishment shall include the right of way returns of the affected subdivisions. All interior subdivision streets shall be dedicated to the City of Danville and constructed to City public road standards, or t.o the satisfaction of the City Engineer. 31. Comply with all requirMents of the San Ramon Valley [ire Protection District with respect to emergency vehicle access and all fire code requirements_ Developer shall participate in funding the construction of new facilities, amount and extent of which shall be determined prior to final map recordation. Comply with the requirements of the San Ramon Ualley Unified School District as specified in the Sycamore Ualley Specifzc Plan (see Addendum to 1981 E_I_R.)_ All proposed grading shall be carried out in accordance with "Grading and Erosion Control Requirements" as set forth £n the Sycamore Ualley Specific Plan and recommendations contained in the "GeotechnicaI Investigation" prepared for- tile project by Harding Lawson Associates, dated October 4, 1.984_ Sewage disposal serving the project shall be provided by the Central Contra Costa Sanitary District_ Dater supply serving the project shall be by the East Bay Municipal Utility District._ Based upon mitigation measures contained in the E_I_R_, applicant shall prepare and submit an acoustical study addressing noise mitigation along the Camino Tassajara corridor, at time of Final Oevelopment Plan_ Storm drain facilities shall be designated to channel water into natural drainage ways.. Outfall lines should be designed to carry water from the edge of development areas to energy dissipators at nearby creekbeds in order to minimize erosion that will occur if outlets are placed at the tops of slopes_ 38_ Storm drains shall be placed in streets or open space --~ corridors whereuer possible and the p.lan shall be designed so that this can be accomplished without the pipes being excessively deep. Grading and land preparation should be restricted to the period of April 15 to October 15 to minimize erosion and desposition of sediments in Sycamore Creek_ All exposed erodable slopes resulting from grading activities should be hydromulched or otherwise stabilized by project developers each year' by October 1S. Exceptions may be granted by the City Engineer- 40_ The City wil] conduct an off-site noise study. All who contribute to noise probiems ident±fied by the study will be required to participate in an assessment district for provision of noise mitigation measures_ Responsibility for ~uch participation shall be limited to a period of time extending two year5 from r-ecordation of Final Maps_ 41_ Preliminary landscape plans shall be submitted in conjunction with the Final Oeoelopment Plan~ Said plans shall address all requirements contained in the P O submittal requirements and shall also include: o A minimum of two street trees for all lots_ [f archaeologic Materials are uncovered during grading, trenching or other excavation, earthwork within lOO feet of these materials shat]. be stopped until a professional archaeologist who is certified by the Society of California of Archaeology (SCR) and/or the Society of Professional Archaeology (SOPA) has had an opportunity to evaluate the significance of the find and suggest appropriate Mitigation Measures, if they are deemed necessary. 43_ The Final Development Plan shall show proposed tree locations uith respect to proposed utility lines_ {roes shall not be planted over utility lines_ At lot 87 the Minimum curve radius shall be provided as required by lille 9_ Street slopes shall he a Minimum of I percent as required by Title 9_ q6_ Adequate provisions shall be made for access easements, right-of-entry and releases frOM neighboring parcels for the collection and discharge of storm water. 47_ Grading along the south side of f-f Street should be in accordance with soils engineers recommendation- Slopes shall not be steeper than 2_5 to 1 as stated in the solls report_ The final development plan shall show provisions for collecting off-site drainage_ 49_ The final development plan shall show a paved ditch from the storm drain outfall to the existing Sycamore Creek channel. Sidewalks shall be required on one side of the street throuqhout the project_
