The City Council of the City of Danville DOES ORDAIN
as follows:
SECTION 1. A new Chapter 41, Outdoor Parking and Storage
of Vehicles, Equipment and Materials, comprised of Sections
8-4101 through 8-4106, is added to Title 8 of the Danville
Municipal Code to read:
"CHAPTER 41
OUTDOOR PARKING AND STORAGE OF
VEHICLES, EQUIPMENT AND MATERIALS
Section 8-4101 General
Section 8-4102 Findings and Declaration
Section 8-4103 Definitions
Section 8-4104 General Regulations
Section 8-4105 Special Regulations
Section 8-4106 Non-Exclusive Regulation ~
Section 8-4101. General.
This chapter regulates the parking and storage of vehicles,
equipment and materials on private property within the City.
Section 8-4102. Findings and Declaration.
The Council finds that the parking and storage of vehicles
(including dismantled or inoperative vehicles or vehicles in a
state of being repaired) and of other equipment and materials on
private property can, unless controlled, create a condition
tending to reduce the value of private property, promote blight
and deterioration, constitute an attractive nuisance, and be
injurious to the health, safety and general welfare. Therefore,

the presence of such vehicles, equipment and materials on
private property, except as permitted in this chapter,
is prohibited and is declared to constitute a public nuisance.
Section 8-4103. Definitions.
In this chapter:
1) Vehicle includes car, van, truck, camper,
recreational vehicle, mobile home, motor home,
trailer, boat, aircraft or other device or
part of one by which a person or property may
be propelled, moved or drawn;
2) Equipment includes appliance, tool, machinery,
temporary trash container, debris box, and
similar item; and
3) Material includes scrap metal or material,
building material and building supplies, or
inorganic debris.
Section 8-4104. General Regulations.
(a) Screening Required. All vehicles, equipment and
materials on private property shall be screened from adjacent
property and from public view, unless an exception under
subsection (b) applies.
Screening may be achieved by a fence, wall, gate, door,
hedge, trees, other landscaping or a combination of these.
(b) Exceptions. The following are exceptions to the
general rule in section 8-4104(a):
1) A vehicle lawfully parked in a designated
(public or private) parking area.
2) A passenger motor vehicle not exceeding 25
feet in length parked in a carport or paved
driveway area. (See also section 8-4105.)
3) A vehicle, equipment or materials placed or
parked for convenient loading or unloading,
for a period not to exceed 8 hours.
4) Construction materials, equipment or vehicles
parked or stored at a work site, for a period
not to exceed 60 days.
5) A vehicle, equipment or material stored or
parked on private property in connection with
an otherwise lawful business.

6) A mobile home if permitted under Section
84-68.807.
Section 8-4105. Special Regulations.
Notwithstanding section 8-4104(b), no person may
park or store an apparently disabled vehicle or construct,
repair, disassemble, perform work or service a vehicle
for more than 3 consecutive days unless the activity is done
in connection with the regular activity of an otherwise
lawful business.
Section 8-4106. Non-exclusive Regulation.
This chapter supplements and is in addition to other
regulatory codes, statutes and ordinances.
Effective Date. This ordinance becomes effective 30 days
after its adoption.
The foregoing ordinance was introduced at a meeting of the
City Council of the City of Danville held on October 1
1984, and was adopted and ordered published at a meeting of
the City Council held on October 15 , 1984 by the
following vote:
